Before you open a PayPal account, you need to determine which account is best for you. If you are not expecting frequent usage of your account or for high-level online business like selling on EBay, Dropshipping, Ecommerce and etc., then you might want to go with a Personal account instead of a Business account. Also, with a Personal account, you do not get the strict processes as compared to a Business account. However, with a Business account, you can easily use your real documents and verify the account because as a Business Account, you can open it from any country of the world without the need of a VPN, hence, the freedom to either use a South African, Dubai, or a Lesotho account and more. But for this training, I'd be using a Dubai UAE and Lesotho PayPal. So, the ball is in your court to decide which of the countries you want to use. But in all these, the most important thing is using VALID documents and information. And in case you ask for my recommendation, I would say, go with Lesotho - Africa.
