In as much as you made good point.
TRCN are mostly for people that passed through Education.
They're are many people that passed through Sciences, Engineering and Agriculture that can teach better than the teachers with TRCN certification.
Soludo recently recruited about 8000 Teachers through CBT test and many holders of TRCN couldn't make it.
NYSC will give you a good insight of what I am saying.

Anambra is the 2nd most urbanized state in Nigeria, after Lagos.

Anambra is a high income state.
And has the highest number of millionaires.
Unfortunately, some percentage of the millionaires are not into legit businesses.
And they have networks of boys in the streets that controls their illicit business value chain.
Gunrunners, drug dealers, kidnappers, business rivals, organ harvesters and traffickers are the major players.
Methamphetamine, colorado, coke, marijuana, etc are traded openly in Anambra streets.
It is part of Urbanization.
Crime in the City.
Many times, the indigenous Cartel leaders that live in mansions recruit non_indigenes in the Ghetto neighborhoods.
Even the top Security brace in the State get returns from the illicit business.
