In even some Poorer Countries, civility has been programmed in their Subconscious from their Societal ethos.

The ONLY time Nigeria got close to civility was during War Against Indiscipline (WAI) by Idiagbon and Buhari. The program was taught in Schools, posters everywhere, TV and radio announcements. Environmental Sanitation was a SERIOUS AFFAIR with EVERYONE trooping out with Brooms and shovels ( those Military regime weren't playing), you form queues in Banks, motor parks etc.
