The buyer needs allotees allocation from NNPC. If he can't fund the deal, To avoid losing the whole allocation, an allocation holder with no money needs to quickly find a financier to fund the below mentioned expenses;

The buyer is ready to take care of the expenses in lifting BLCO from the ground and or stockpiles/storage tanks, storing it and shipping it and harbor fees for loading ships, as well as ship lease fees, export licenses and taxes etc because it isn't worth anything if the allocation holder hasn't got the funds to pay the expenses mentioned.
The buyer is ready to do all these once an allotee can sell off its allocation for a good amount,
If the allocation holder has (1) NNPC Letter of Allocation and (2) Authority to Sell, as proof he has an allocation or he is the real allotee and must show these by forwarding its copy via mail.The Letter of Allocation and ATS Letters are very important documents.
