Look at it this way. Canadian and American sort of handpicked their immigrant. They give visa to the most educated and qualified immigrant. Hence the reason while this cohort are more qualified than the average Canadian.

The best comparison is to compare the education level of the average Canadian to that of the average person in the immigrant home country. For instance Nigeria is one of the most educated immigrant communities out there. Now compare the education level of an average Canadian and that of an average Nigerian.

Another example, if you look at the health status of men living in Army barracks they are better than that of the general population. Reason being that only healthy young men join the military by implications their health outcome will always be better than that of the general population.

These are example of biases you have to look out for when making comparison or drawing conclusions from data.

When economic and health or other developmental indicators are calculated they usually take into account the fact that country differs by size or population depending on what they are calculating.

For instance one of the main indicators of health is mortality rate (crude mortality, infant mortality maternal mortality, age-specific mortality) the denominator takes into account the population of the countries which makes it easier to just look at the mortality of two countries irrespective of the differences in population.

When you look at wealth to account for population size economist moved from using gdp to per capital. With such indicators you could compare two countries without worrying about their population because it has been factored into the calculations.
