It means you can used the phone as if it's fully unlocked no issues, you can update even though the phone is currently running the latest Android and security update but I'd you factory reset it, it will be locked back to network and you can only use as wifi or you can unlock it with a token or you can fully unlocked it too. Best price is 235k sir.
