I was thinking it works this way, let's say you are to register 25 players of which 7 are expected to be HG, and you have 4 HG players, just register the 4 HG players plus 18 players, leaving 3 slots. The U21 players can still play.

This will probably be the reason some moves are being made like not selling fabregas(whom may start most games from the bench again and give some people heart ache this coming season), Promoting and handing Musonda a new deal as he qualifies to be home grown. Others in the squad remains Chalobah, Aina and plenty others from the u21 who qualify.




In the end, its something the U21s can fill easily but with less quality.

Musonda is still 21, I think Aina is 21 or below, the both of them don't need to be registered to play in the EPL.
