Cyberknight: As a matter of fact, in the Nigerian context, there is really only one question that you can ask when you want to buy a car and that is : "How much is it?" All the other questions that others have helpfully put up here for your edification are moot, because a) you either wont get an honest answer to them or b) the answers can be discovered by inspecting the car yourself, or with the help of your mechanic. If you ask someone who wants to sell a car that's been eating a hole in his pocket due to some fault, you really dont expect him to answer your hopefully posed question of: "Why are you selling?" with a frank statement that "Because the bloody car is costing me money!", do you?. Secondly, mileage, car condition,original owner and location of purchase can (or should) all be discoverable by inspection of the car and/or its papers. Obviously if someone has tampered with the mileage, condition or any other feature, he/she would hardly be expected to 'fess up.

I have sold 3 of my cars here in Naija, and bought one Naija used car myself. The procedure was simple: I took a look at the car first, interior, exterior and engine, then started the car. Having satisfied my untrained eye, I sent for my mechanic. We drove the car, he gave his own opinion, I decided to buy, then I came back to the owner and we negotiated a price. Having agreed the price, I asked to see the papers to ensure that all was in order. And indeed all was in order, he was the real owner, and all customs and shipping docs were intact, so I went ahead and made out a draft. QED.

Like any other thing you are doing in life, its a risk. It's not brand new, so its a risk. Dont bother asking long questions to which you may or may not get an honest answer, just inspect, drive, decide yes or no, negotiate, pay and drive away.

MY SIMPLE MANTRA IS: Always tell it as it is...someone will always buy it.

Be it clean title, salavaged, flood etc I always try to make sure my customers know the history of the car they are buying n matter how clean/well it has been fixed(in cases of salvaged titles with minor impacts) and let them know the car is that cheap because it has a salvage title. Some will appreciate it, some wont...and many who dont appreciate it still endup going elsewhere to buy salvage cars with terrible impacts. Give your customers the options when buying- Clean title and salvage- and tell them both prices. They will now decide which they want based on their financial strength.
However, even if its going to be a salvage vehicle, make sure its is one with little everyday impact e.g just bumpers, side brush, broken windscreen or maybe just dented fender etc not heavy impacts that affect the inner frame(chasis of the car).

As for Mileage rollback, i feel its not necessary. Just tell the customer the truth. I however know that some clients can be ridiculous on mileages of old cars. However, even after education...I have seen many leave and go into the wild market and still buy rolled back cars. Still do your part and leave the rest to the customer to decide.
