Understanding is a very big problem for you.
You need a radar system, not to launch the missile but to track and guide it. Without a radar system, your missile will just fall anywhere. That is what the report says, not that Iran cannot launch but rather it is useless launching when you can't control where it will land.

Radar system does not guide ballistic missiles to their tergets thousands of km away that's the work of satellite
