Create schemes to alleviate poverty in Nigeria and create businesses at least for the first 4 years (don't pay the money to their account at first, build the business for them let the profits come to them, and ensure it is properly monitored, and when time for profit and ROI comes, they start paying ROI), then next 4 years impose taxations.
5.) promote made in Nigeria businesses correctly and ensure there is innovation etc.
