The thing is that if i ask him what is goin' on and he tells me he really couldn't make the dates what does it change?

I met this guy 2 months ago at a restaurant and we exchanged phone numbers. He keeps sending me text messages but never calls me. And when he makes an appointment to meet with me (like a date) he gives me different excuses why he can't make it. Now he's asking me to send him my pictures although we met at a restaurant 2 months ago what is going on?
