As at the time of death of Abacha, Useni was not occupying a strategic military position rather, he was occupying a political office, Minister of the FCT. After the Commander in chief of the Armed Forces was supposed to be the Chief of General Staff, followed by the Chief of Defence Staff, the Chief of Army Staff, the Chief of Naval Staff and the Chief of the Air Staff.

Gen. Useni was never in the mix for succession due to the political office he was occupying at that moment in time.
