I tried explaining to him that if the account is not okay I wouldn't have sent out the money there.

He said he doesn't want the account again after some weeks that I should refund which I said I can't

There is no sort of limitation on the account and he even added his email that day as primary email.

He requested for PayPal cash card on the account which was processed to the address on the account.
