The official position by the Obi led Anambra state government was that the money seized was payment to a contractor to purchase vehicles from Lagos for the state government. Which government body pays contractors upfront for procurement ? According to Obi, the seized funds were paid to the contractor upfront for the purchase of vehicles on behalf of the state government. No official tender was produced to back this claim and there was no advertised tender for said contract.
