Has President Goodluck Jonathan heard about the tale of
“The Emperor’s New Clothes?” If he has not, I will tell him.
The story goes like this: A long time ago, a vainglorious
emperor, who did not give a damn about his people except
wearing beautiful clothes and robes, was approached by
two liars (like some of the people around the Nigerian
president today) who promised to weave the finest clothes
ever made for the emperor. The emperor was excited. The
swindlers told him that the new clothes would be so
magnificent and so esoteric that only the very smart and
worthy among the people would be able to see them. The
robes would be invincible to idiots, stupid and obtuse
people. The clothes would also be invincible to ministers
unfit for their offices. The emperor then paid the
swindlers large sums of money to start weaving the
magnificent clothes at once. “If I wore them,” the emperor
thought, “I would be able to know which men in my empire
are unfit for their posts. And I could tell the wise from the
fool.”
The swindlers set up two looms and pretended to weave,
though there was nothing on the looms. They requested the
finest silk and purest old thread which all went into their
traveling bags, while they worked the empty looms far into
the night. It was a classical 419 case.
After the “clothes” had been woven, the swindlers went
along to “dress” the emperor in the imaginary clothes. The
emperor himself did not see anything. He was confused. Is
it that he himself was not worthy of being an emperor? But
he said nothing. The ministers who also did not see anything
pretended they saw the esoteric clothes for fear of being
labeled unfit for their offices and incompetent. The
swindlers then led the emperor in a procession before his
subjects to show them these new wonderful clothes. The
people played along, not wanting to appear foolish and
stupid. This lie continued until a little child in the crowd,
too young to understand the scam that was going on,
screamed that the emperor was stark naked. At this point,
a few others also started crying out. The emperor shivered,
suspecting that they were right but he proudly continued
nonetheless.
Watching President Jonathan and his band of praise
singers present their so-called mid-term report last week
eerily reminded me of “The Emperor’s New Clothes” or “The
Emperor Without Clothes” as some writers prefer to call it.
Minister after minister, PDP bigwigs of all sorts, liars and
scammers one after the other praised what Jonathan has
so marvelously achieved within such a short time since he
became president. All of them concluded that it has never
been so good for Nigerians. I have never seen such level of
shamelessness. You would think you were watching some
horror movie. The act of shamelessness was unbelievable. If
you did’t live in Nigeria and you were listening to those
clowns, you would think that Nigeria really had never had it
so good since the amalgamation of 1914.
But the reality on ground is clear, Mr President. Nigeria
has never had it so bad. Security of life and property,
which is the first responsibility of every government, is at
its lowest ebb. The north, south-south, south-west, south-
east are under the siege of kidnappers, Boko Haram, armed
robbers, ritualists, Ombatse, MEND and all sorts of
militancy. Last week, in a damning report on the Iraqi
government’s inability to get a handle on the militancy in
the country, a US news organisation declared that, since
January, more than 2,400 people had been killed in Iraq.
For that reason, Iraq qualified to be termed a failed state,
it said. In Nigeria, we have lost more than 6,200 innocent
people to Boko Haram, armed robbery and all sorts of
criminality since January. We must then be more than
qualified to be called a failed state, by that news
organisation’s assessment.
Stealing in government has never been this brazen, with a
few pension thieves protected by the presidency itself.
Government officials are now so audacious in their corrupt
practices that they do not give a damn about who is
watching and they do not in the least fear the president
one bit. Presidential directives are routinely flouted by the
three most powerful ministers, who incidentally all happen
to be women — they are now famously referred to as the
“Bermuda Triangle”. The nomenclature of Bermuda Triangle
for these women should be ominous for the president if he
knows the first thing about the Bermuda Triangle. Things
are indeed very, very bad and the president appears
absent, or at the very least impotent. The absence of the
president is far worse today under Jonathan than the
period when President Yar’Adua was physically absent and
nobody knew where he was.
President Jonathan needs to look around himself. He has no
clothes on and yet some palace courtiers are telling him
that he has the most gorgeous clothes on. The mid-term
report is now the subject of very angry conversations
among Nigerians. But no minister will tell him the truth and
he has tragically lost touch with reality. In other words,
this naked president does not have the advantage of that
little child who screamed that the emperor was actually
naked. It is so ironic that a president who claimed to have
grown up without shoes can be so out of touch with the
common man.
First, this corruption has to stop. The level of stealing in
government has become maddening. It is simple common
sense that there is no way to achieve anything meaningful
with the kind of stealing going on in government. There are
some in this government that import their food items,
including beef, from Harrods in London virtually on a
weekly basis. Yes, the insensitivity is that bad. About 150
private jets have been purchased since Jonathan became
president without a corresponding economic activity to
explain this. And while all these are happening, our oil
production has plummeted from 2.6 million barrels per day
to 1.7 million due to stealing of the crude clearly with cover
from some people in the government. Those who steal this
crude oil are now telling us that they will kill all of us if we
do not vote Jonathan for another term in 2015. But we will
leave that until we get there.
I have been a critic of President Jonathan’s government
for what I see as incompetence and a lack of focus and
seriousness on the part of the president. I have done this
with the fervent hope that President Jonathan would sit up
and lead the country in a way that would benefit the
greatest majority of Nigerians. I have all along been living
in delusion that the president could and would change even
if for the sake of his 2015 ambition. But after watching
the mid-term report of the characters who make up his
government and his associates, and the self-congratulatory
way the president was smiling to himself, I have come to
the conclusion that this president cannot change. He is too
far gone!

members in Lagos have alleged that they are being illegally extorted by officials of the scheme.

The affected corps members, belonging to Batch ‘B’ Ikeja Area 1 zone, said they were being mandated to pay N1,500 for laptops for officials and another N500 for NYSC Foundation.

The corps members alleged that they have been threatened to pay the money or get punished with an extension of their one-year programme.

One of the corps members, who identified himself as Mr. Wilberforce Johnson, said, “We belong to various Community Development Service groups like Environment, Health and so on and we are supposed to plan a project that will benefit the community. But we have been told now to jettison the projects that there is no time to do them and that we should buy laptops for NYSC officials instead.

“In my group, we were planning to construct toilet facilities for schools and we have started costing the materials needed for the project before this development.

“We were planning to contribute about N600 each for the project but now, we’ve been asked to contribute N1,500 for the laptop and another N500 for NYSC development fee. By the time we remove N2,000 from our N19,800 monthly allowance, the result will be obvious.”

Batch ‘B’ corps members will be completing their programme in June, 2013.

According to the corps members, some of them had already started paying the money.

An investigation by our correspondent showed that the affected corps members are about 200 in number.

Another corps member, Mr. Kayode Olubunmi, said no receipts were issued for the payment of N1,500 purportedly meant for the purchase of the laptops.

However, the corps members said they were afraid to be openly critical of the alleged extortion for fear of being victimised by the NYSC officials.

Another corps member, Mr. Tayo Alimi said, “Some of us, though not happy about it, have paid part of the money because we don’t want any problem. Even when you speak about it, people will tell you to keep quiet because nobody wants to be given an extension.”

However, the NYSC Zonal Coordinator in charge of Agege, Alimosho, Ifako-Ijaiye, Ikeja 1, Ikeja 2 and Oshodi, who identified himself as Mr. O. C. Mordi, denied the allegations, saying that the N500 NYSC Foundation fee was mandatory for all corps members throughout the country.

On the allegation of N1,500 being purportedly contributed for laptops, Mordi said the initiative to buy a laptop for the scheme’s Ikeja office was the corps members’ and that NYSC officials had no part in the decision.

He said, “It’s not laptops; it’s only one laptop and it’s not for officials. The money is also not for the laptop alone, it’s also for their send off party and they’ve been told that it must be held in our premises (Ikeja Local Government Secretariat) to monitor them.

“There is even a circular passed around that any contribution the corps members would make above N20, they should seek an approval. On this one, they sought and got an approval. We all have our personal laptops.”

But when Saturday PUNCH asked Mordi for a copy of the approval given to the corps members for the contribution, he declined, saying, “I don’t have to talk to you; you can’t just come into my office and accuse me. LEGISREPORTS NG – On Tuesday, the Lagos State House of Assembly passed a bill for a law to establish Ibile Oil and Gas Corporation to invest and engage in oil and gas activities in the state and for connected purposes and sent same to Governor Babatunde Fashola for his assent.

When signed by the Governor, the state will launch itself into the nation’s oil and gas sector, in what will see it invest in all downstream and upstream activities, such as exploration, drilling and the production of oil and gas.

The name IBILE, LEGISREPORTS gathered is an acronym of the five (5) Divisions in the state, that Ikeja, Badagry, Ikorodu, Lagos and Epe. Ibile Oil and Gas Corporation would be expected liaise with federal agencies and private companies to deliver petroleum products to Lagos, in the most efficient manner.

As it was gathered, the development is also the way Lagos is seeking to position herself to play big in the nation’s oil and gas sector and tap from the benefits therein. The corporation will also be saddled with the responsibility of investing and engaging in all midstream and downstream oil and gas activities, including all gas processing businesses, petroleum products retailing, gas retailing, gas pipelines deployment, and acquisition of petroleum products tank farms and other distribution facilities.

It will also be vested with the powers to purchase, or otherwise acquire or take over all, or any of the shares, assets, businesses, properties, privileges, contracts, rights, obligations and liabilities of any other company, firm or person, in furtherance of any business engaged in by the corporation.

It is believed that when it becomes fully operational, Ibile Oil and Gas Corporation would trigger-off healthy competition among the states of the federation, and perhaps prompt the Federal Government to consider a more efficient management of the sector, which accounts for over 80 per cent of the nation’s earnings.

According to section 2 of the bill, “the Corporation shall have powers to engage in all oil and gas upstream activities, including exploration, drilling and production; invest in a company or a consortium for the purpose of participating in oil and gas bid rounds and seeking marginal fields’ allocation.

Other powers of the corporation include acquiring old or new exploration and drilling prospects and prospecting abandoned wells anywhere in Nigeria and Overseas.

“Liaise with the Federal Government agencies or private and multinational companies to deliver petroleum products to the state in the most effective and cost efficient manner; invest in refinery, petrochemical processing or other production processes and do all such things necessary to facilitate the discharge of its responsibilities.”

Section 3 of the bill, which talks about the establishment and composition of the Governing Board of the Corporation, states that: “There is established for the corporation a Governing Board to be known as Ibile Oil and Gas Corporation Governing Board.

The Board according to Section 3 (2) shall comprise of the Chairman; four (4) members from the Public or Private Sector; the Managing Director; and the Permanent Secretary or a representative in the Ministry of Energy and Mineral Resources not below Grade Level 15 to be nominated by the Commissioner.

The members of the Board except the ex-officio members shall be appointed by the Governor, subject to the confirmation of the House, while the appointment of the Chairman and four (4) members of the Board shall be from the five Divisions of the state.

Section 14 of the bill empowers the Managing Director of the Corporation to execute the policies of the corporation as approved by the board from time to time; manage and control staff, administration and business of the corporation; establish and develop a management structure with appropriate departments and units; advise the board in relation to the performance of the functions of the corporation and shall make proposal to the board on any matter relating to the activities of the corporation.

The corporation according to Section 22 of the bill, may with the approval of the House of Assembly borrow from time to time such sum of money for and in connection with exercise of its powers under the law as the Board may deem fit.

An Australian billionaire is getting ready to build a new version of the Titanic that could set sail in late 2016.

Clive Palmer has revealed plans to create Titanic II with the “same design and facilities” as the legendary vessel – which famously sank on April 15, 1912 after hitting an iceberg – ahead of its maiden voyage from Southampton to New York in 2016.

member Samuel Odih was almost killed in a machete attack by a pupil of a school in Imo State. He narrates his ordeal to MOTUNRAYO ABODERIN

 If Samuel Odih,  a National Youth Service Corps member in 2012, was to turn back the hands of time, taking part in the nation-wide compulsory youth service scheme is a part of his life that he want to erase.  He wishes he never took part in the exercise after a life-threatening experience in Imo State, where he served the nation as a corps member.

The Delta State-born former students of Covenant University, Ota, Ogun State, was reluctant to proceed to Umuguna in Imo State, where he was posted for the service year after his university education, but he had to go.

“I was posted to Umuguma in Imo State for my NYSC. At first, when I got my letter, I didn’t feel too good about the fact that I would be far away from my parents. But, I kept reassuring myself that it wouldn’t be too long before I returned home. I thought within myself that it was better than being posted to one of the states with security challenges,” says Odih, who later came close to losing his life in the community where he served.

“I had prayed against being posted to some of the states where religious problems have led to the death of innocent souls including some youth corps members.So, being posted to Imo State was not really bad because the state is peaceful. I never thought of being attacked, getting injured or coming close to losing my life. I also looked forward to getting a job and starting a new life after the service,” he adds.

Odih, 23, was however wrong in his assessment. Teaching was his preferred primary assignment after the orientation camp. He got his wish as he was posted to a secondary school in Umuguma.

“After settling down in the camp, it was time for us to kick off our Community Development Service. I opted to teach because I loved the fact that I would be imparting knowledge in the leaders of tomorrow. I was then sent to Ara Secondary School, Umuguma, to teach J.S.S.1, 2 and 3 students HIV/AIDS awareness,” he says.

Filled with joy, Odih resumed at the school in January 2012. It was a smooth tale until two months after when things went awry when he was allegedly attacked by a pupil.

“On March 8, 2012, I went to the school for my usual CDS. Some students were making a noise at the back of the class but I tried to ignore it, thinking that as time went on, we would get to know ourselves better. But when the noise became unbearable, I told the pupils to concentrate or leave the class. But some of them stood at the window of the class and continued their discussion; they were disturbing the class. I asked them to leave the class but one of the pupils refused to leave. I threatened to report him to the school authority, so he reluctantly left,” he stated. But that peace was temporary.

He said, “I was backing the class when I heard an unusual noise among the pupils. Apparently, some of them were trying to warn me of imminent danger by calling my name but by the time I looked back, it was too late. I was hit with a cutlass at the side of my head. I fell to the ground bleeding profusely. I fainted.”

Odih said he was  taken to the Imo State Specialist Hospital where he was told that he cheated death because the cutlass missed his brain by a few inches.

“I underwent numerous surgeries because the cut was very deep. The doctor said I was lucky to be alive,” he stated.

Odih was not alone in the misery. His parents became depressed and saddened by the attack on their son.

“When my mum heard the news, she just burst out in tears. She was traumatised. She couldn’t hold herself. She was disturbed emotionally as she could not hear my voice for about two days. She refused to eat or sleep until she saw me in the hospital.  She went to the orientation camp and requested for my redeployment but her request was turned down.”

His travail was not over as he was left alone with the NYSC officials allegedly relunctant to visit him. When the zonal coordinator eventually did, settling the hospital bill became an issue.

“It was only after my mother visited the orientation camp that the NYSC coordinator, Mrs. Chinwe Ojukwu, paid me a visit at the hospital. She deposited about N30,000 for my hospital bill. Meanwhile, the total bill including travelling expenses for my parents was over N100,000,” Odih said, adding that Ojukwu did not pay him another visit on his hospital bed.

“My parents had to struggle to pay the bill. It wasn’t easy for them and I felt bad,” he stated. But Odih was not entirely lucky as the injury left an indelible damage to his life.

“As a result of the injury, I lost sense of touch on my hands, I experience frequent memory loss and phobia for sharp objects. I had to visit LUTH for medical examination and did a Brain CT scan when I had difficulties in writing and spelling words. I also developed itches on the injury spot and constant pain.”

 The victim of machete attack is calling on the NYSC to pay back the balance of the hospital bill to his parents.

“My parents should not be responsible for the bill. NYSC should pay them back the money. Corps members should have an insurance cover in case of incidents like this. It’s not right that nothing is being done about my case.

“The incident happened while I was serving. NYSC is meant to pay for my hospital bills. I have made several calls to the coordinator; I have sent several text messages to her. I wrote a letter and attached receipts of the expenses to it but I have not heard from the NYSC,” he said.

The  Public Relations Officer, Imo State NYSC, Mr. Orunta Ugo,  however said officials of the scheme visited Odih many times while he was in the hospital. He added that Odih’s parents later took him to Lagos for further treatment.

Ugo stated, ‘‘ Odih’s parents later fsent us the bill of over N100,000 as the cost for his treatment in Lagos. We have sent it to the national secretariat in Abuja for  approval. His allowance was paid even though he was not around. A case filed by a group of seven lawyers seeking an order of the court to compel the National Judicial Council (NJC)to reinstate suspended president of the appeal court Justice Ayo Salami has suffered defeat at the Federal High Court Abuja.

In his ruling on  the preliminary objection filed  by the Attorney General of the Federation, Mohammed Adoke and President GoodLuck Jonathan, Justice Adamu Bello  held that the group has not shown any locus standi since they have not been able to prove to the court how the suspension of Justice Salami is injurious to them.

He further held that based on the lack of locus, the court also lack jurisdiction to hear the suit.

The legal practitioners sought an order of the court to compel the NJC to implement the recommendation of its three man-committee headed by the Chief Justice of Nigeria, Mariam Aloma-Muktar  that the suspended president of the Appeal Court, Justice Ayo Salami be reinstated.

The group also asked the court  to declare  that in line with  the provisions of section 153 of the 1999 constitution President Good Luck Jonathan cannot exercise disciplinary powers over court of appeal justices and in particular Justice Ayo Salami.

Counsel to the plaintiffs however said the group will study the judgment before deciding on the next cause of action.
