A New York Times report from American sources:

Hamas leader Yahya Sinwar is not in Rafah, but remains in the tunnels in the Khan Yunis area.
According to the report, this is information that both American and Israeli intelligence agree on.

American and Israeli officials:
The Hamas tunnel system in Khan Yunis is the deepest in the Strip, and may reach a depth of 15 stories. The intelligence in the hands of the US and Israel estimates that Sinwar is surrounded by hostages as a human shield.

The US estimates that ISRAEL has better intelligence than they do about Sinwar's location, but makes it clear that they share with ISRAEL any intelligence they have.
