It's corruption. E.g this blue rail cost lagos $1.2bn dollars while same cost Addis Ababa $475m. So a whooping $800m difference while addis Ababa has even completed their own even though they started same time with lagos.

If the roads were given top priority and rehabilitated cohesively, the train system will be a nice "alternative". No country starts an alternative transportation system if the mainstream of movement isn't in 90% usage. China is building more alternatives as a result of rising population and growing economy. Can same be said for that of Lagos? Please don't be unfortunate in reasoning!
