You are wrong, the deputy chief of staff isn't working with the Gov but deputy governor.
There is nothing like the task or work schedule demanding having numerous of such office, also, it's not peculiar to Lagos, it's same for all states.

Babatunde Raji Fasola who is a lawyer was Bola Ahmed Adekunle Tinubu's Chief of Staff back in the day (2003 to 2007) after taking over from the former Chief of Staff (Alhaji Lai Muhammad also a lawyer) and it was demanding.

'Femi Gbaja (also a lawyer) is currently playing that role at the Federal level with now President Bola Tinubu. He works in tandem with others to make Tinubu's daily activities to be near-perfect.
