Ibadan North local Government INEC officials orders people to stay inside the rain In order for them to register and collect their PVC.

an eyewitness who sent the video to nairaplus confirmed that people begged the INEC officials to allow them stay inside but they refused and ordered them to stay inside the rain if they are ready to collect their PVC.
