My question is what dictate a high or low voltage in a circuit breaker that makes it to trip off. I need an answer please.

I think it depends on how the circuit was constructed. It would be made to react to some certain conditions like a very high voltage. For current electricity circuits, low voltages and high currents are required. So when the voltage goes up to a very high extent, the circuit would trip off. It's just like an electric jug-whenever the water being boiled reaches its boiling point (100degC), the heater would stop automatically. You can also use continuity testers to check for damaged circuits. That's my own contribution.
