Seller states price, prospective buyer makes "an offer", buyer accepts or rejects "offer"... (but may propose a "couter-offer"... till a "serious buyer" reaches a compromise price with seller (and sale is agreed!

Otherwise, buyer moves on .....another buyer moves-in till product is sold.
