Most critical cases are settled behind the scenes away from the viewing lens of the media or federal government. The latest case of bribery pegged on the acting Chairman of the EFCC, Ibrahim Magu is $80million bribe collected from the concubine of the late Lulu Briggs in return for the abrupt closure of the ongoing investigation.

Lulu-Briggs was a revered Nigerian statesman. He is the founder and chairman of Moni Pulo Limited, an oil exploration and production company. Moni Pulo was awarded its first oil block in 1992 when the Nigerian president at the time, Ibrahim Babangida, was encouraging indigenous participation in the upstream sector of the oil and gas industry. The company currently has oil blocks in Ondo state, Abia and Akwa-Ibom state.


The family of the late Lulu Briggs through his widow, Mrs Briggs had petitioned the EFCC over crude oil documents left in the possession of Lulu Briggs’ concubine following Lulu Briggs death. The crude oil documents reportedly is worth over $800million.

The petition demanded for the crude oil documents belonging to her late husband be returned and/or handed over to the Briggs family. The petition was submitted to the EFCC in January/February 2017.

According to documents, the said crude oil documents were for OML 114 supposedly purchased and/or transferred from Baker Hughes in 2003 to Rachael Holdings Limited, a company wholly owned by Chief Olu Lulu Briggs. The transfer was consummated by the then oil minister. Baker Hughes had made the purchased in the early 1990s under the Abacha regime.

Upon Lulu Briggs death, his lady concubine confiscated the crude oil documents and held on to them refusing to release them to the family of Lulu Briggs.

Following the receipt of Mrs. Briggs’s petition, the EFCC investigation team launched a fact finding investigation and quickly gathered that indeed the concubine were in possession of the said crude oil documents.
The investigation team attempted to resolve the matter amicably within the EFCC – by suggesting the concubine to settle the Briggs family with $100million. The concubine initially agreed.

But the concubine suddenly became uncooperative – having gotten a direct link to the acting chairman, Ibrahim Magu. Both the acting chairman and the concubine opened secret talks.

They were able to settle for a 10% agreement of the total money involved, $800million. The concubine remitted $80million to Ibrahim Magu. “That was how the anti-graft boss killed case”. He had wanted $150million but settled for $80million.

The acting chairman ensured the case stayed off the pages of the newspaper while settlement was ongoing. According to our source, “They will never do a press on it, have you forgotten a bargain for ‘media trial’, if Magu of EFCC has interest in the case. Most especially that it involves dollars”.

According to our source, “the case, despite being high profile, Magu of EFCC as use to be known for blackmail using ‘media trial’ never allowed the case get to the public court. This is due to his already preplanned and self-aggrandizement expectations”. And, this was in blatant breach of the EFCC regulation 2010, which Attorney General of the Federation, Malami had often accused the anti-graft boss of flaunting.

Through the subtle activism of some courageous EFCC staff, President Mohammadu Buhari was made aware of the $80million bribery. Ibrahim Magu, according to our source, made a hurried attempt a visiting the President on August 19 after the President’s return from Medical leave. But the President denied him audience.
“The anti-graft boss was packaged in an office for over one hour and profiled. But was later sent away, as President Buhari would not meet him, after the so many glaring allegations and corroboration of DSS report”.

Gunmen in Okene Local government area of Kogi on Friday evening ambushed officers of National Drug and Law Enforcement Agent on duty killing three on the spot.


The attack occurred last Friday evening around 8:30 pm when six officers of the agency were on duty at one of their post around the main gate of the Federal College of Education, Okene.

The three officers were identified as Onwumere Nicholas, Peter Ebun and Abdulrahman Musa.
An eyewitness, Mr Joel Abraham, told our correspondent that the incident which occurred around 8:30 pm that fateful day left three officers of the NDLEA dead while three other officers escape unhurt.

Abraham disclosed that the hoodlums ran away with two Lar rifle guns belong to the agent’s officers killed.
Confirming the incident, the Kogi state Commandant of NDLEA, Alhaji Idris Bello said his three of his men felled to the guns of hoodlums in Okene, while on patrol on Friday evening.

Bello added that NDLEA together with other sister agents in the state have put all necessary plans in motion to arrest the perpetrators of the heinous act.

The organised labour on Saturday rejected the resolution of the House of Representatives seeking the upward review of the minimum wage for Nigerian workers to N30,000 from the current N18,000
The President of the Trade Union Congress, Bobboi Kaigama, told our correspondent on Saturday that the organised labour is demanding N56,000.

He stated that the labour unions were awaiting the executive arm of government to set up a committee to speed up the process.
“The procedure is for the tripartite body to sit down and agree on a figure, present it to the National Executive Council, National Council of State and to the National Assembly,” he said.

The Nigerian Labour Congress on its part, commended the recommendation of the House of Representatives but said that the process to determine an approved minimum wage has started with a tripartite engagement involving the labour, the private sector and the government.
The General Secretary of the NLC, Peter Ezon, stated this in an interview with our correspondent on Saturday.

He said the tripartite arrangement would recommend the minimum wage to the government and in turn take it to the National Assembly for legislation.

“We welcome the concerns of the House of Representatives members and we also beg them to put more pressure on government to institute the process of the tripartite committee so that it can be concluded and returned to the National Assembly,” Ezon said.

The NLC scribe said some state governors were struggling to pay the N18,000 minimum wage because they failed to set their priorities right.
He accused the Federal Government of delaying the process of sending the approved new minimum wage to the National Assembly.

He warned that the labour movement was losing patience with the government and might be forced to act appropriately to achieve its demands.

As of the time of filing this report, President of the Trade Union Congress, Bobboi Kaigama, was yet to respond to a request for his union’s reaction.

The PUNCH had reported on Thursday that members of the House of Representatives warned that a nationwide strike by workers over low wages could force the country’s economy back into recession.
The lawmakers therefore urged the Federal Government to increase the current minimum wage to N30,000 to avert workers’ strike.

Mr. Olukoya Ogungbeje, counsel for alleged kidnap kingpin, Chukwudumeme Onwuamadike, a.k.a. Evans, has petitioned the Police Service Commission, calling for the probe of the policemen who handled the case of his client.


Ogungbeje, in a petition dated October 13, 2017, alleged that members of the Inspector-General of Police Intelligence Response Team, which handled the case, abused their position to extort his client.

According to him, the team of police investigators, led by Mr. Abba Kyari, an Assistant Commissioner of Police, “forcefully and corruptly extorted” from Evans cash in local and foreign currency as well as various items including phones, wrist watches, jewellery, television, cars and trucks.

Ogungbeje claimed that the policemen forcefully took N50m from Evans, while his wife was also forced to part with another N5m.

The lawyer claimed that a sum of $10,000, was also forcefully taken from the suspect by the police.
Other items allegedly taken from Evans by the police, according to Ogungbeje, are a Brigade wrist watch, valued at $117; a pendant cross, worth $70,000; a necklace, worth $25,000; a Virtu phone, worth $30,000; a Virtu Signature phone, valued at $17,000; and five pieces of Saphono Ruccu diamond rings worth $100,000.

Ogungbeje also claimed that the policemen also removed and took away the 85 inches Samsung television set, worth N6.5m in Evans’ apartment.
Other items were 25 Mark trucks; a Lexus 470 jeep; a Grand Cherokee jeep; a L400 Mitsubishi Bus and a gold-colour Toyota Highlander jeep.

Apart from Kyari, the other police officers mentioned in Ogungbeje’s petition are ASP Phillip Rieninwa, who was specifically accused of obtaining $10,000 from the kidnap suspect; ASP Sunny Ubua; ASP Emmanuel Ali; Inspector Idowu Haruna; Inspector Egunjobi Segun and “other policemen attached to the IGP Intelligence Response Team.”

The lawyer also alleged that Evans’ girlfriend, one Amaka Offor, “was roundly sexually molested and abused by the above policemen of the Inspector General of Police Intelligence Response Team.”

The petition, captioned, “The Evans case and saga: Brazen extortion, corruption, gross misconduct, sexual molestation, and human rights violation against the IGP Intelligence Response Team police officer and policemen,” demanded the probe, sanction and possible dismissal of the accused policemen.

Ogungbeje said in the petition addressed to the Chairman of the Police Service Commission that, “It is very unfortunate that the above-named police officers and policemen could be involved in such gross misconduct and indiscipline in taking advantage of a criminal suspect in their custody to perpetrate high-level extortion, corruption, gross misconduct, indiscipline and sexual molestation.

“Sir, you would agree with us that these allegations are too weighty to be ignored by any right-thinking Nigerian. There is no gainsaying the fact that it calls for prompt investigation, inquiry and appropriate sanctions. We are using this medium as our own way of galvanising institutional sanity, cleansing and reform in the Nigeria Police Force as an institution.

“At this juncture, we do not intend to jump the gun or draw conclusions on these high-wire allegations against the above-mentioned police officers and policemen by our client. We are only calling for prompt investigation or inquiry on all the police officers and policemen involved in this whole saga.

“From the foregoing, we urge you, sir, to constitute a special investigation and enquiry panel to investigate this monumental extortion, corruption, gross misconduct, indiscipline, sexual abuse and Human rights violation against all the police officers and policemen of the Inspector General of Police Intelligence Response Team.

“We also demand that you use the auspices of the Police Service Commission as an oversight agency of the Nigeria Police Force to invoke appropriate sanctions including dismissal against the culpable police officers and policemen.

“We have great confidence in your ability to deal with this matter no matter whose ox is gored.”
The petitioned was copied to the Senate President; the Speaker of the House of Representatives; the Chairman of the National Human Rights Commission; and Director of Amnesty International.‎

PARIS, OCTOBER 14, 2017: (DGW) Eighteen states are to benefit from the $500 million World Bank assisted project, the Federal Government has said.
The disclosure was made by the National Coordinator of Rural Access and Mobility Project, RAMP, Ularamu Ubandoma.

The above-named states, he said , are to join other beneficiaries to of the 500 million dollars World Bank fund.
He said, “The whole essence of the project sponsored by the World Bank, French Development Bank and Africa Development Bank is to provide suitable road network for rural farmers to convey their farm produce to the market to avoid losses.

“What we are doing here today is a meeting with new RAAMP states. New RAAMP is rural access and agricultural marketing and we have about 18 states that have been selected to participate in this new project all over the country.

“In the North East, we have Borno, Bauchi and Taraba. In North Central, we have Plateau, Benue, Kogi and Kwara. In North West, we have Kano, Kastina, Sokoto and Kebbi. “In South East, we have Abia and Anambra. In South South, we have Cross River and Akwa Ibo. In South West, we have Ogun, Oyo and Ondo States. These are states that emergence from the six geo-political zones.

“The new RAAMP3 will be a little different from the usual RAMP1 and 2, and we have implemented projects in seven states and these projects are almost 100 per cent conclusion.
“The only difference is that we are targeting RAAMP3 in line with president Buhari’s policy on agricultural transformation.

“The policy is implemented through the Green Agricultural Alternative under the leadership of the Minister of Agriculture Chief Audu Ogbeh.

“The thinking now is zero rejection of our agricultural produce at the international markets,” he said.
Ubandoma said that the third phase of this project, RAAMP3 was to improve rural access and agricultural marketing in the selected participating states, whilst enhancing sustainability of the rural and state road network.

“We are going to target markets and the value chains by adding value to our agricultural produce right from production level. We will be looking at storage and processes.
“We want to know how these produce can access different level of markets. We are trying to shift away from the usual market not considering the rural people.

“We are now considering the rural people because they form the bulk of our production level and they are predominantly farmers living in the rural areas.
“We believe if we develop the rural farmers through the provision of markets, definitely the economy will improve and we will be earning foreign exchange through exportation.

“World Bank has been providing assistance to Nigerian government for many years and we have standard for procedure in execution of any project in the country.
“The Federal Government will receive the fund they lent to states
.
We have mechanism to process the procurement process to ensure that value for money is achieved and transparency in transaction.

“At the end of the day, money intended for any project is used correctly. We do direct checking of the projects across all the states. The states bring back the money if they cannot achieve the set project.
“We do field visit to ensure that the goods are delivered in appropriate time and ensure standard,” he said.

PARIS, OCTOBER 14, 2017: (DGW) President Muhammadu Buhari and the Comptroller-General of Nigeria Customs Service (NCS), Col. Hameed Ali (rtd) are billed to travel to Turkey for a bilateral meeting with the authorities of Turkish Customs Service, it was learnt yesterday.


According to Deputy Comptroller-General, Aminu Dangaladima, the meeting’s aim is to put an end to the importation of deadly weapons from Turkey.
It will be recalled that the service last month announced the seizure of 2,671 pump action rifles illegally imported from Turkey into Nigeria.

Owing to the seizure, Turkish Ambassador to Nigeria, Mr. Halal. Cakil, vowed on September 26 that his country would fish out the brains behind the shipping of illegal arms into Nigeria.

Addressing journalists in Abuja yesterday, Dangaladima said: “Let me seize this opportunity to impromptu you that we are making progress on investigation into the illegal arms importation.
“More arrests have been made and the CGC will be on the entourage of Mr. President to Turkey for sideline bilateral meeting with the Turkish customs authorities.

“This is with the aim of permanently putting an end to such deadly importations from Turkey.”
He revealed that on October 10, the NCS operatives seized 27 Toyota Hilux pick-up vehicles worth N432 million.

His words: “On Wednesday 10th October, 2017, based on credible intelligence, operatives of the NCS Compliance Team went to two open car stands along Kubwa Expressway in the Federal Capital Territory and evacuated 27 Toyota Hilux pick-up vehicles suspected to be smuggled into the country. These vehicles have estimated Duty Paid Value (DPV) of over N432 million.”

He urged the owners of the vehicles to come forward with valid Customs clearance documents, otherwise they will be liable to seizure and subsequent forfeiture to the federal government in line with the laws of the land.

Dangaladima recalled that last month, Ali, while briefing the media on the interception of exotic vehicles, 18 of which were bullet proof, said that the service under his leadership would enforce the powers given in the Customs and Excise Management Act (CEMA) effectively.
