have you read the documentation?
quite easy if you know python

if the aim of your app is to set its map view based on users location then you can try JavaScript libraries like leaflet or openLayers. otherwise, I don't think I understand your question.

Thanks for showing up sir. I'm reading the documentation. It's kind of bucky and I'm stuck in the installation of Postgresql/PostGis.

Do you have it installed? During installation were you prompted to setup another windows account to use it.

install postgresql , then install postgis as an add-on
to postgresql(you need internet to do this)

what functionalities do you desire yo have on the web mapping application if I may ask
