Acting President Goodluck Jonathan travels to Washington tomorrow to meet U.S. President Barack Obama on his first foreign trip since he assumed presidential powers in February.
Jonathan has no officially-designated deputy and there was no announcement yesterday on who holds forte in his absence, but a source said Secretary to the Government of the Federation Mahmud Yayale Ahmed will take charge of affairs.

Yayale is the next most senior government official after Jonathan. On Tuesday, he represented the country in Washington, where he and the U.S. Secretary of State Hillary Clinton signed the U.S.-Nigeria Bi-National Commission agreement.

The acting president would be away till Thursday, indicating that the weekly cabinet meeting may not hold on Wednesday next week.

Jonathan’s spokesman Ima Niboro confirmed that the acting president would travel to the U.S. tomorrow. “Jonathan this Saturday will be making his first official trip outside the country since he assumed executive powers,” Niboro told Reuters news agency, adding that the acting president would return home on Thursday.

Efforts to get officials to confirm on record if Yayale would take charge in Jonathan’s absence were unsuccessful. Niboro did not answer his calls and did not reply to text messages sent to him.

Jonathan is bound for U.S. on the invitation of the American president to attend a maiden nuclear security summit organised by the U.S. government.

Reuters quoted a presidency source saying the two leaders would focus their discussions on ways to prevent global terrorism, four months after Umar Faruk Abdulmutallab allegedly tried to blow up a U.S. passenger jet as it neared Detroit.

Apparently in preparation for the discussions, Jonathan held a meeting yesterday with Faruk’s father Umaru Mutallab behind closed doors at the presidential villa in Abuja.

Dressed in white traditional Babban Riga, Mutallab came alone to the Presidential Villa and met with the acting president for close to an hour. But he did not speak to journalists afterwards and there was no official statement as to what they discussed.

Separately, U.S. Homeland Security Secretary Janet Napolitano will be meeting top Nigerian government officials in Abuja on April 11 to discuss aviation security.

The U.S. was the first major foreign power to publicly congratulate Jonathan after he assumed executive powers in February from ailing President Umaru Yar’adua, who remains too sick to govern.

Jonathan needs to be careful and very diplomatic. His leaving the office at this critical time huh! he needs to watch his back.

If anything happens to him, what happens to our democracy?

An ACTING president is NOT the PRESIDENT. We still have a PRESIDENT. The Acting President IS the VP. If VP goes, the next man, in this case Yayale takes over. If Yayale goes, then the president of the senate/national assembly takes on the post.

We are in a demcracy, and not MILLITARY rule where you have to worry about someone taking your seat when you travel. It is nobody's property.

The chain of command goes as follows

1. President
2. Vice President
3. Senate President
4. Speaker of House
5. Deputy Senate President
6. Deputy Speaker of House

Yayale Ahmed as SGF is no where near in that list of 6.

However this is what you guys are confusing. Delegating Authority and next in line of Command.
Each time the President goes abroad expecially when he is on Government Business. He does not need to handover to anybody. He is still in charge, he just has to delegate executive authority but will still be consulted if there is need to take major decisions.

However if the President is indisposed or going on medical leave, then he has to handover to the next in line of command.

Jonathan Goodluck is still in charge and can perfectly delegate the cordination of affairs of State to Yayale Ahmed since he is the SGF. If there is need to represent the President somewhere in the country, the Ministers are immediately there.

But that is not to say any of these folks are next in line to the VP/Acting President. Next in the chain of command is David Mark not Yayale.
If Jonathan drops dead or incapacitated, David Mark takes over not Yayale.

But situation does not call for handover of power to next in line of command.
Though the practice of perpetual Acting Presidency is illegal. But there is nothing like because the Acting President must always handover power in other to pursue Government Business abroad then he must have an Acting Vice President. That makes no sense and has no place in the constitution.

In correction to some of what I had in my earlier response, here is what the constitution has on who goes next




[size=13pt]146. (1) The Vice-President shall hold the office of President if the office of President becomes vacant by reason of death or resignation, impeachment, permanent incapacity or the removal of the President from office for any other reason in accordance with section 143 of this Constitution.

(2) Where any vacancy occurs in the circumstances mentioned in subsection (1) of this section during a period when the office of Vice-President is also vacant, the President of the Senate shall hold the office of President for a period of not more than three months, during which there shall be an election of a new President, who shall hold office for the unexpired term of office of the last holder of the office.

(3) Where the office of Vice-President becomes vacant:-

(a) by reason of death or resignation, impeachment, permanent incapacity or removal in accordance with section 143 or 144 of this Constitution;

(b) by his assumption of the office of President in accordance with subsection (1) of this section; or

(c) for any other reason,

the President shall nominate and, with the approval of each House of the National Assembly, appoint a new Vice-President.[/size]


So, the presidency belongs to no man. And when one goes, we already have provisions for who is to come next.
