I don't think it is possible. Your problems are:
1)getting an editor with a compiler or an ide, there is an ide you can get but the interface is annoying I've forgotten it's name, as for editors and compilers you can get termux which is good for making programs.
2)you need to learn Java, which doesn't have good ides for phones though the one I talked about above is a good start but I don't think termux will give you what you want (even though it uses dalvikvm the main Android JVM). You can learn C or C++ but Java beats those two hands down on mobile in simplicity (app development is complicated but using Java is better).
So bro I advise you to wait for a laptop, because I have asked this question numerous times and I haven't found an answer yet.
