My friend has been using his ipad until its screen got broken,,,,,,,, he then kept it while using another phone , but he decided to switch it on & try to unlkck it then got this error.

This same error happened to me on a Lumia device asking me to wait for 20 years to try again.
A hard reset will fix it but you'll lose all your files.
