His bank firstbank is declining the charge back because he claimed that he gave value. Unfortunately, I don't have any receipt because I was just told there's no network

You don't have the debit alert on your phone? You don't have your bank statement? What do you need a receipt for if you have these?

The receipt would have been the evidence that I didn't collect the money from him. When he was contacted for chargeback by his bank, he lied that he gave me the money so the charge back was declined.

It's easy to solve. Maybe they didn't send him mail. Report back to your bank for the chargeback
