The Jews are arguably the most persecuted people in the world.
They were scattered all over Europe; France, Germany, Poland, Ukraine, Romania et al.
At the peak of racism and antisemitism, Europe became unlivable for them due to discrimination and incessant violent attacks.
Most of the Jews in Germany were Polish Jews. Hitler considered deporting them to Poland but the Polish government were reluctant to accept them too- even France was considering how to get rid of around 10,000 Jews.
To get rid of the Jews since no one was willing to take responsibility, in 1937, the Nazis suggested that they be moved to the Island of Madagascar; a French colony then.
By 1939, the US, UK, Argentina, the British mandate in Palestine and few other countries had taken in 250,000 of the 437,000 jews in German.
At this point, four Aliyahs (immigration of Jewish refugees to Palestine) had taken place before the British blocked the Jews from entering Palestine on the request of the Palestinians.

The Polish government sent a taskforce to investigate the Madagascar reported that the Island only had the potential to accommodate around 5000-70000 people.
The idea was paused, only to be revived in 1940 when the Germans' efforts to deport the Jews prior WWII was largely unsuccessful.
The possibility of the relocation/deportation was entertained because the Nazis had successfully invaded France and the peace agreements was to take control of the Island from France with the new settlement to be policed by the SS. Adolf Einchman made it plain that he wanted the SS to control and oversee every aspect of life on the Island.
The idea was to move a million Jews per year for four years.

Barren, unproductive lands oversea were seen by the Nazis as the perfect destinations for the remaining Jews where they would struggle to flourish.

Plan cancelled
The plan was not feasible at least at the time because of the naval blockade of the British Navy and was postponed after the Nazis lost the Battle of Britain in Sept 1940.
The failure of the Nazis to defeat the Royal British Airforce in the Battle of Britain meant the British merchant fleet will not be available for the Nazis to be used for the proposed evacuation.

The Final solution
The plan was finally shelved in 1942 to give way to the Final solution; the Holocaust(systematic genocide of Jews that lead to the death of 5.5 to 6million jews).

Long term plan
The resettled Jews, noted Rademacher(head of the Jewish Department of the German Foreign Office) , could be used as hostages to ensure "future good behaviour of their racial comrades in America".
