Congenital defect it seems. Well, they just have to wait it out and hope/pray the phalanges grow. But then, don't forget that phalanges don't grow to equal length.

Some peopleare born with parts of one arm smaller than the other and it doesnt "shoot out". Thank God your own is just toes shoes can easily cover.
