I do agree with you that the worst form of racism is covert racism. Too many of us are too naive to recognize it. But this is not restricted Quebec only. From your write up ... the bolded seems to me to be the heart of the warning to the japa crew. If I were White and English my mother tongue the warning would apply to me as well which would made the headline misleading. This is more about Quebec not rolling out the welcoming mat to outsiders than about being Quebec being racist.

I guess you don't notice the preconcieved notions of who folks think you are and your qualifications both at the work place and on the streets.
