Your choice. But do well to remember that Windows Servers do not support .htaccess,
so if your only option is rewrite, the site will fail on such servers.

Then, i have experienced some apache servers with the rewrite engine turned off.
Maybe for security reasons. . . am not sure. . .

I will personally recommend "php routing after rewriting all request to index.php", because you simply know the rules and is server independent.

Exactly. I have already explained the reasons above already:
1. Rewriting may fail if .htaccess is not supported
2. Even if .htaccess is working, rewrite engine may be turned off

You may start begging your webhost to switch on rewrite engine.

But i will like to quickly add here that drupal comes with an option (clean url disabled),
that allows you to route requests to index.php if the rewrite engine is not working.
