where and how does a programmer, software engineer/developer, coder, website designer or web developer earn a living with his skills.

Am currently a graphics designer and also a logo designer. am also planning on venturing into any of the above skills. I just dnt know how to monetize it.

Market yourself to the world by building a portfolio of your work. Your portfolio is what your potential clients see first. They don't see you in person. So build a portfolio that sells your skills even while you sleep.

Secondly, you have to network with people from related fields such as web designers, UI/UX designers, web developers etc. these categories of people might land you clients since they have people they're working with or have been working with.

Finally, pray... This sounds odd, but don't underestimate the power of prayer in any business.
