You will need vpn servers like openvpn and tunnel tweak library to set the config tweak tunnels SSH over SSL, or tunnel HTTP over SSH for free browsing. It will be limited nothing like unlimited browsing except you pay network provider for your own personal isp http server

Send me mail. I can help with this project. I have done something similar. VPN apps are much harder to get approved that conventional apps. We can use openvpn or the wireguard protocol which are both very secure. I can do both android and ios apps but it will cost you
