It depends if na just a Bible app it can if not I don't think it will be enough only designing ur money done finish , so it is better to opt for pwa is your best bet then after convert to app and upload to store but the dev needs to follow policies and guidelines for it to be accepted

Really, you can go for PWA and convert to APP to be uploaded on play store following guidelines. Be careful not to be scammed on this your project. Nigerians are hungry. Follow who is trustworthy and try to know what exactly what he or she can offer you and see if it aligns with what you need.
