Please i need help on my computer that just stopped working. Its a pentium4 desktop system.

I start it up and was about working on it,i perceive a smell like something burnt, suddenly the picture on the monitor was distorted and the system went off. I tried to restart it and only the power light and hdd light came on without booting. I tried restarting but the lights were no more coming on.
When i opened the casing.i inserted the power cable again but i noticed the cpu and the casing fan spining without pressing the power button but not spining well.
The led on the motherboard was on i tested the +5 and +12 v but it was +3 and +1 volts.
Could it be power supply faulty or mother board fault.
Pls. I need advise on what could be faulty.

It is not a crime if you test the system with another working power supply!

It should be the power pack. Try it with another power pack, if the problem persist then it will likely be your board is faulty.

I did not see another working power supply to test it with but just planning to take it to computer village tomorrow

It has 20 pin clip and a seperate 4pin12v atx plug, you know what i mean.
