[Third Schedule] (2) Prosecutions for all offences referred to in this Act shall be instituted in the name of the Federal Republic Nigeria by the Attorney-General of the Federation or such officers in the Federal Ministry of Justice as the Attorney-General of the Federation may authorized so to do, (3) For the purpose of this section, the Attorney-General of the Federation may - after consultation with the Attorney General of any State in the Federation, authorize any officer of the Ministry of Justice or the State concerned to undertake any such prosecutions directly or assist therein; or If the Tribunal so requests, or if contingencies so dictate authorize any other legal practitioner in Nigeria to undertake any such prosecution or assist therein: . Provided that the question whether any authority has been given in pursuance of this subsection shall not be inquired into by any person. Nigeria's Senate President, Bukola Saraki Sources at the EFCC, Senate and in the UK claimed that Mr. Saraki encouraged Mr. Uboh to submit a petition to the Senate blackmailing the anti-corruption agency after the senator learned on a recent trip to the United Kingdom that the EFCC had contacted the London Metropolitan police to assist in a widened money laundering investigation targeting the senator. A US court once convicted Mr. Uboh, an older brother of a former member of the House of Representatives, Doris Uboh, for engaging in credit card fraud. US authorities had also indicted him for dealing in narcotics, but the narcotics charges were later dropped. In 1992, U.S. law enforcement agents carried out a major raid on a credit card and bank fraud ring led by George Uboh in Georgia. US prosecutors identified Mr. Uboh as the ringleader of the syndicate. Doris Uboh’s names appeared as number 7 on the indictment list, and she was charged on four counts of felony charges. She fled the US to Nigeria, later manipulating her way into the House of Reps. The case against the Ubohs and their co-conspirers was assigned docket number 92-cr-00041-GET-JRS and was listed as USA v. Uboh et al. The Uboh siblings and 27 others were charged with varying degrees of felonious fraud. The case wound through US courts from 1992 to 1998. Though the U.S. government issued a motion to dismiss the charges with regard to Doris and others in 1998, the case was re-opened in 1999. However, by that time Ms. Uboh had fled the U.S. Her flight led U.S. prosecutors to declare her a “fugitive.” Mr. Saraki, who in June became the Senate president after striking a deal with the leadership of the Peoples Democratic Party (PDP), has long been a suspect in money laundering crimes dating to the infamous looting of funds from Societe Generale Bank, a bank in which his family had controlling shares. EFCC agents had also accused Mr. Saraki of engaging in a systematic embezzlement of public funds during the two terms he was governor of Kwara State. After the end of his governorship tenure, the Senate president was accused by the Nigerian police Anti-Fraud unit of defrauding banks of billions of naira through fraudulent loans and other schemes involving his business interests. The EFCC recently quizzed Mr. Saraki’s wife, Toyin Saraki, for two days. Following the extensive interrogation, the EFCC sought the cooperation of the London Metropolitan police to widen its investigation. “The bulk of money involved in our investigation [of Mrs. Saraki] was laundered using credit cards and with the purchase of properties in the UK,” an EFCC agent said. In 2007, as Mr. Saraki and a host of former governors faced investigation by the then Nuhu Ribadu-led EFCC, Mr. Saraki and former Governor James Ibori of Delta State connived with then Inspector General of Police, Mike Okiro, to remove Mr. Ribadu from his post. With their nemesis, Ribadu, elbowed out, Mr. Saraki and Mr. Ibori prevailed then President Umaru Yar’Adua to hire their lackey, Farida Waziri, to head the anti-corruption agency. An EFCC source told SaharaReporters that Mr. Saraki also persuaded Mrs. Waziri to employ several police officers close to him at the EFCC. The officers pushed by the senator included, Abdulkadiri Jimoh, a police officer very close to him. A Senate source told SaharaReporters that Mr. Saraki was furious when the EFCC leadership refused to honor a summons he sent out to various agencies. The EFCC had declined to attend the questionable meeting on the strength of advice by their lawyers that Mr. Saraki did not have the constitutional right to summon the agency in the guise of a “courtesy call.” Shortly after the EFCC publicly spurned Mr. Saraki’s summons, the agency invited his wife for what one agent described as “two days of grueling interrogation.” Mrs. Saraki had arrived at the EFCC with a horde of serving lawmakers and other backers led by Dino Melaye who claimed that he was present as a “private investigator”. SaharaReporters learned that Mr. Uboh’s so-called petition against the EFCC was routed through Peter Nwaoboshi, a first-term senator from Delta State. “It was sent through Senator Nwaoboshi in order to give the impression that the Senate president had no hand in it,” a source at the Senate told SaharaReporters. Our sources said Mr. Uboh’s spurious petition was part of Senator Saraki’s broad agenda to undermine the EFCC and bring the agency to its knees. “The whole plan is to checkmate us so that we won’t be able to finish the investigation of his wife and to possibly charge her,” said an EFCC source. One senator told SaharaReporters that Mr. Uboh’s petition, already scheduled for hearing, was not routed through the normal channels at the Senate. “They just sneaked the thing in the petition through the backdoor when the entire Senate was on vacation,” the senator said. Saraki’s plan to probe the EFCC is being tested for the second time in the last two months as an earlier attempt failed during a plenary session recently. Our igbo leaders have sold out that region to the PDP just because of greed and sending the region to political extinction. Now let us reason together, the Oba of Lagos is not a politician and secondly he never supported the candidacy of Buhari, which he made it open when Goodluck visited him before the March 28 poll, he went to the extent of raining insults on former president OBJ, now he is coming out to create another confusion by his comment, have we sat down to ask ourselves maybe he might be working for the PDP? Because they know the igbo factor in the lagos election, and igbo man can be use to do dirty work, once you grease the palm of an Igbo man, he can sell his dignity. Why are we not seeing the big picture here? Why do we always throw away our golden opportunities to develop the igbo people? Why do we make ourselves to be seen as a betrayer? Lagos under the leadership of Tinubu and Fashola has recognized the Igbo in lagos and have been generous to the igbo even to the extent of appointing igbo's into their administration and allocating juicy positions, it only in Lagos that an Igbo man has been appointed commissioner for budget and planning, it only in Lagos that igbo has been elected local government chairman, other non Igbo states has never done that, yet we allow ourselves to be used against an administration that has been so generous to us. I think we should be ashamed of ourselves because we have a very big issue, during the fourth republic, the Igbo had the senate president and we killed ourselves, we masterminded the impeachment of our fellow brother because of position, it is only the igbo turn that we had 3 senate president in four years, we are the same people who witch hunt down our own blood brothers because of greed, Buhari floated CPC and won some states in the north and today all those governors are still with him up to date, tinubu created ACN and won all 4 states in the west and today they are still with him, Orji Uzo Kalu formed PPA, won abia and Imo, but what happened? They went back to that same PDP that sent them out. How Jonathan, IBB, Are Plotting Interim Govt Instead Of Presidential Polls. David Mark, Gusau, Abdusalami, are the top contenders to head the Interim Government. Former Lagos Governor Tinubu rejects offer of Interim Government Vice-Presidency by Empowered Newswire, New York Mar 03, 2015. President Goodluck Jonathan More details are emerging on the plot to install an undemocratic Interim National Government (ING) and pre-empt Nigeria’s presidential election scheduled for later this month. Informed sources disclosed over the weekend that a key element in the plot is the need to forestall a Buhari presidency, for which reason the schemers of the plot have tried to woo the former Lagos State Governor, Bola Tinubu, now a chieftain of the opposing All Progressives Congress (APC) with the offer of being the Vice President in the interim structure. Even though there are now major obstacles to the plan, it is yet unclear if the schemers have completely set the idea aside. If Tinubu accepts, then he will be expected to rally the South-West, while IBB would rally the North, and Jonathan the South-East and South-South to accept the idea of an interim administration. They will use the excuse that the present times are not good to hold elections in the country, especially because of what David Mark had already called a state of war with Boko Haram. But it was Tinubu’s rejection of any form of compromise that now appears to be the greatest obstacle to the ING plot. Sources say this explains the recent outburst of Femi Fani-Kayode, the Goodluck Jonathan Campaign spokesperson alleging that the former Lagos State Governor intends to take over presidential power after the generally-awaited victory of the Buhari-Osinbajo campaign at the polls. Fani-Kayode wildly alleged that Tinubu has entered into an oath to compel Osinbajo to relinquish the office of VP to him after the election, an allegation and scenario that watchers of the Nigerian polity simply dismiss as both untenable and unrealistic. Investigations spanning over one week by Empowered Newswire on the interim government plot revealed that the two major schemers in the plot are the President himself, Dr. Jonathan, and former Military president Ibrahim Babangida, IBB as he is popularly known, has told close aides that he would have to leave Nigeria the day Buhari is declared winner of the presidential election, a prospect he is working hard to avoid by all means. Jonathan is also said to be under intense pressure to negotiate a soft landing for from power since handing over to Buhari would likely expose the intense corruption that he and the Petroleum Minister Diezani Maduekwe, among others, have perpetrated. In fact the oil minister is said to be one of the hardest protagonists of a soft landing for the Jonathan presidency, mortally afraid of what a Buhari-Osinbajo ascendancy could mean for her. Knowledgeable Empowered Newswire sources confirm that IBB held two meetings with Tinubu to discuss the issue of the Interim National Government. The first was held in Lagos before the Council of State meeting the week before the February 14 elections were postponed. The second took place in Abuja home of IBB’s son on the night of the said Council of State meeting. The sources said that for the first meeting, IBB told Tinubu he had a wedding in Lagos and would like to use that opportunity to greet the former Lagos State Governor. Arriving with his son, he told Tinubu about the need to proceed with an interim government and forget about the election. Tinubu, who was shocked at the proposition, reportedly told IBB to forget the idea. But on the night after the Council of State meeting in Abuja which considered the subject of the readiness of the Independent National Electoral Commission (INEC) to conduct the election, IBB again invited Tinubu to his son’s house in Abuja. At that meeting, former Head of State General Abdusalami was also present, and to the utter shock and annoyance of the former Lagos State Governor, President Jonathan showed up in a two-car convoy in the thick of the night. It was at that meeting that IBB and Jonathan promised Tinubu the slot of the Vice President in the Interim government. The sources say Tinubu promptly repeated his rejection of the idea, insisting that the elections are the best and only viable option to choose Nigeria’s next president and vice president. The interim government plan includes the cancellation of the elections and the imposition of a well-known Northerner as the head of the administration, with Tinubu as VP. The interim government will be put in place for two years, following which new elections would be conducted, with the definite exclusion of Buhari. Another source revealed to Empowered Newswire that some of the names that have been mentioned as possible heads of the interim government include David Mark, the president of the Senate; General Aliyu Gusau, the current Defence Minister who has always wished to be president “even if for a day”; and Abdusalami Abubakar, also a former head of state. All three are known allies of IBB. But the name of former president Olusegun Obasanjo was also thrown into the picture when a formal statement from the presidency signed by Dr. Ruben Abati said Obasanjo himself wanted to be head of the Interim govt. Observers say that formal statement by the president’s spokesperson is the best confirmation that indeed interim government plot is real. Said one source, “If the presidency is saying they know that Obasanjo wanted to be the head of the Interim government, that means the presidency is not only aware of such plans, but is also involved in such a plot.”There had been previous attempts including monetary and other juicy offers to get Tinubu to prevent the emergence of Buhari in the primaries, and after that, to have Tinubu dump Buhari and enter into a deal with Jonathan to frustrate the potential emergence of Buhari as winner of the presidential polls. Sources believe that the recent wild allegation from the Jonathan camp that Tinubu was planning to force Osinbajo to relinquish the office of VP after being sworn-in is merely an outcome of the frustration generated first by Tinubu’s insistence that the elections must go on; his rejection of the offer from Jonathan to be VP of an Interim government for two years; and finally his insistence never to dump Buhari. It is believed that Prof Osinbajo, Buhari’s running mate, has actually never been asked to sign any undertaking or oath of any kind and that he accepted the party and Buhari’s offer to be VP unconditionally. Both he and the APC also over the weekend formally denied any such arrangements. In the absence of a key figure in the South-West to support and sell the idea of an Interim government, sources said options left on the table is to ensure the elections are “decently rigged” in favor of Jonathan or a crisis precipitated that will lead to Jonathan handing over power to David Mark as the Senate President, as was the case in the First Republic when power devolved to Senator Nwafor Orizu in the absence of the then President Nnamdi Azikiwe. In that scenario, in 1966, the elected civilian leaders had to voluntarily hand over power to the military. Speculations, backed by a comment by the Supervising Minister of Information Edem Duke, are rife that the INEC chairman, Professor Attahiru Jega, may be asked to proceed on terminal leave sometime this month in line with civil service rules. This option, sources say, would boost the plan to “decently rig the election” in the incumbent president’s favor. But several legal opinions have been articulated that not only will such a move by the federal government to remove Jega be unconstitutional, it would also rubbish the credibility of the entire electoral process and will result in a definite tailspin into national and international crisis. Member of the Federal house of Representative (Former) decided to investigate why Muhammadu Buhari couldn’t afford APC nomination form because he read online the question a lady asked. He went to the ministry of Finance where he disclosed that all former Presidents and Head of states actually get 23million naira monthly. According to Melaye, Buhari wrote a letter to the Minister of Finance to pay him 10% of N23m former Presidents and Head of States do take as salary. So Buhari monthly payment is N2.3m instead of N23m. Here is his message: “I read online the question a lady asked. The question is how can Buhari who earns over 300million naira yearly claim that he can not afford to pay 27million naira for the APC presidential form. ■ APC presidential candidate’s life, education, career, and vintage pictures BY LAWRENCE ENYIOGHASU Well, not exactly the untold story of former military head of state and presidential candidate of the All Progressives Congress (APC). It is more like Muhammadu Buhari’s ‘unknown’ story, as not many Nigerians are familiar with the book written by Rosaline Odeh, the then Head of Research and Documentation Section, Federal Department of Information, in May 1984. The book, Muhammadu Buhari: Nigeria’s Seventh Head of State, was published by the Federal Department of Information, Domestic Publicity Division, Ikoyi Road, Lagos. It is in seven chapters of 95 pages, and details the early life, educational qualifications, career, and thoughts of the then head of state. Chapter 1 is on parentage and background of the Daura, Katsina State-born retired military officer and politician. He was the 13th and last child of his mother, and also the last of his father’s 23 children. Gen. Buhari’s father was Hardo Adamu, a Fulani chief of Dumukorl, a village near Daura. He, however, died when the young Muhammadu was just four years old. All he can remember of him is that “he was tall and fair in complexion.” The young boy ended being brought up by his mother, Hajia Zulaihalu Musa, who had great influence on him. Chapter 2 is on Buhari’s childhood and early education. This is the portion that, perhaps, unravels the current raging debate on his academic credentials. At the age of six, the book says, General Buhari was enrolled at the Central Primary School, Daura. His nephew, Mamman, who is two and a half years older, says of the young pupil: “He was above average academically and more than usual naughty.” Buhari himself corroborated: “I was a truant in primary school. I spent a lot of my time playing around. But when I went to secondary school, I changed.” Classmates at Daura Primary School remember Buhari as a fast runner and centre forward for the school football team. He was always neatly dressed. He was to finish primary education in 1955 at Kankia Primary School. In 1956, he proceeded to the Katsina Provisional Secondary School (now Government College, Katsina. According to his schoolmates, he had then become “a serious and hardworking student who tried to excel in everything he did.” Deeply religious, he said his prayers regularly, and was among those who made prayer calls at 4:30a.m. Who were some of Buhari’s classmates, and what did they say of him? General Shehu Musa Yar’Adua (now deceased): “He worked fairly hard at his studies and games. He was reserved. He was one of the few boys in the school trusted by his classmates, and was quite dependable.” Alhaji Fathu Abdullahi: He made a lot of friends from outside his Daura group. He was very broadminded. Very serious for his age and had no time for frivolous talks. He was very religious, even at the age of 12.” Mallam Muktari, Zango: “He used to baffle me. He was so strong-willed and principled. He always stood his ground and did not follow the crowd.” Buhari was a school monitor in Class 2, later a school prefect, a house captain, and ultimately he was made the head boy of the school. According to the book, of all the boys who applied to join the Army from Katsina Secondary School, only two were taken. Muhammadu Buhari and Shehu Yar’Adua. They both ended up as Generals. Chapter 3 is on Buhari’s military career, which he started at Nigerian Military Training College, Katsina, in 1962. He then went to the Young Officers Course No. 5 at the Nigerian Military Training College, Kaduna, from May 1963 to July 1963, Mons Officers Cadet School, Aldershot, in the United Kingdom, and he was commissioned in the rank of Second Lieutenant and posted to 2nd Infantry Battalion in Abeokuta as a Platoon Commander. What are some of the other courses Buhari attended? According to the book, he was at the Army Mechanical Transport Officer’s Course in Bordon, United Kingdom from May 1965 to June of the same year, Defence Services Staff College, Wellington, India, from January to November 1973, and Army War College, U.S.A, from July 1979 to July 1980. During the Nigerian Civil War, he was the Brigade Major of the 3rd Infantry Brigade, and Commander, 31st Infantry Brigade. Chapter 4 is titled ‘Food for Thought,’ and it chronicles Gen Buhari’s views on different national and international issues. It is more like Muhammadu Buhari’s ‘unknown’ story, as not many Nigerians are familiar with the book written by Rosaline Odeh, the then Head of Research and Documentation Section, Federal Department of Information, in May 1984. The book, Muhammadu Buhari: Nigeria’s Seventh Head of State, was published by the Federal Department of Information, Domestic Publicity Division, Ikoyi Road, Lagos. It is in seven chapters of 95 pages, and details the early life, educational qualifications, career, and thoughts of the then head of state. Chapter 1 is on parentage and background of the Daura, Katsina State-born retired military officer and politician. He was the 13th and last child of his mother, and also the last of his father’s 23 children. Gen. Buhari’s father was Hardo Adamu, a Fulani chief of Dumukorl, a village near Daura. He, however, died when the young Muhammadu was just four years old. All he can remember of him is that “he was tall and fair in complexion.” The young boy ended being brought up by his mother, Hajia Zulaihalu Musa, who had great influence on him. Chapter 2 is on Buhari’s childhood and early education. This is the portion that, perhaps, unravels the current raging debate on his academic credentials.
