You don't understand some simple logic about the war. Iran didn't intensify to capture the pilots rather than to trick rescue teams to come for them which they finally achieved their aim by bringing down two helicopters.

Having the pilots will help booster Trump popularity that the war has affected before. He will quickly start a campaign to bring back the pilots and use it to win back some lost support.

they can... but they are not at war because congress never approved this operation. Also, there are rules of engagement and till now, it has been better repected by Iran than the US. They also tried to do that in Vietnam but you can never win guerrilla on away turf.
