APC GOVERNORSHIP PRIMARY ELECTION. "ARTICLE 13.3: NATIONAL EXECUTIVE COMMITTEE The National Executive Committee of the party shall be the Principal Executive body of the party... iii. Decision of the National Executive Committee SHALL be binding on all organs and all members of the party, except the National Convention." By hierarchy the NEC of the APC overrides the NWC and the decision of NEC for Direct primaries in Rivers State overrides that of NWC. I am just here to quote the law and nothing more.
