The Kaduna State Security Council has imposed a 24-hour curfew in Jema’a and Kaura Local Government Areas of Kaduna State with immediate effect.
Gunmen invaded different communities in the two local governments of Southern Kaduna, within 24 hours, killing at least 14 people and destroying several properties.
The first attack occurred on Sunday in Bakin Kogi, Kaninkon Village, in Jema’a Local Government Area at about 5:30 p.m.
The casualty in Jema’a is uncertain as the attackers were believed to have been repelled by security officials.
About 12 hours after the Jema’a attack, gunmen on Monday killed 14 persons and injured many others in an attack on Ashim village, Takad chiefdom of Kaura Local Government Area.
A statement signed by Samuel Aruwan, Special Assistant to the Governor on Media and Publicity on Tuesday, said imposing a curfew in the affected LGAs became necessary to protect lives and properties and to avoid the further breakdown of law and order.
He said all security agencies on a special operation in the two Local Government Areas have been directed to ensure strict compliance.
“Only essential workers and those on humanitarian services are allowed movement after due clearance by security agencies,” Mr Aruwan added.
Hours after the Kaura attack, the state government announced on Monday that the Garrison Commander of the 1 Division of the Nigerian Army and the state’s Commissioner of Police have relocated to Southern Kaduna.
This according to the government is to enable the army commander, Ismaila Isa, a brigadier general, and police commissioner, Agyole Abeh, coordinate a determined response to renewed attacks by armed bandits on communities in the two local governments.

President Muhammadu Buhari has said he would only return to Nigeria when his London doctors certify him well enough to do so.

“… I am extending my leave until the doctors are satisfied that certain factors are ruled out,” Mr. Buhari said in a February 5 letter to the President of the Senate, Bukola Saraki, informing the National Assembly of the extension of his vacation.

The letter was exclusively obtained by PREMIUM TIMES on Saturday.

Although snippets of the letter were publicised by the presidency and the Senate on February 5 and 6 respectively, this is the first time the entire text and copy of the correspondence would be made available.
The President wrote, “Further to my letter dated 18th January 2017 in which I notified the Distinguished Senate of taking part of my annual leave.

“During my leave, I took the opportunity to have routine check-ups and consult my long standing doctors in London.

“In the course of the routine examinations, certain test result indicated the need for a course of medications and further appointments have been scheduled for next week.

“I am therefore notifying the Distinguished Senate that I am extending my leave until the doctors are satisfied that certain factors are ruled out. In the circumstances, the vice president will continue to act on my behalf.


“Please accept, Distinguished Senate President, the assurances of my highest consideration.”
Mr. Buhari had on January 18 written the National Assembly, notifying the legislature that he was proceeding on a 10-day leave and temporarily transferring presidential power to Vice-president Yemi Osinbajo.

The leave was supposed to last 10 work days, between January 23 and February 6, according to the letter transmitted to both chambers of the National Assembly.
The President, whose real medical condition remained unknown, was expected to arrive the country on February 5 for resumption of work on February 6.
But the extension of his vacation means Mr. Osinbajo will continue to exercise presidential powers for days or weeks to come.

This is the third time Mr. Buhari has transferred power to Mr. Osinbajo since the two leaders were inaugurated in May 2015.

The first time was on February 5, 2016 when the President embarked on a five-day vacation; and the second was in June 2016 when Mr. Buhari travelled to the United Kingdom for treatment of what the Presidency described as ear infection.

A formal notice to both chambers of the National Assembly on the president’s intention to proceed on leave and hand over power temporarily to the vice-president is in compliance with Section 145 (1) of the Nigerian Constitution.

The Economic and Financial Crimes Commission recently raided a building in Kaduna where millions of hard currencies were allegedly hidden in fire-proof safe.
The money – $9.8million and 74,000 pounds – belongs to a former Group Managing Director of the Nigerian National Petroleum Corporation, Andrew Yakubu, the EFCC said.
Mr. Yakubu is currently standing trial for corruption and money laundering.
Civic technology group, BuDgit has now constructed a visual narrative to demonstrate what development projects the looted funds could have been used to execute for the benefit of Nigerians.

Speaker Yakubu Dogara said on Thursday that he had a telephone discussion with President Muhammadu Buhari, who he said called him Wednesday night.
“ @MBuhari called me yesterday evening. He talked about what the Executive/ Legislature must do to ensure food security for all Nigerians,” Mr. Dogara said.
Mr. Dogara’s spokesperson, Turaki Hassan, said in an emailed statement that the two leaders spoke on Wednesday at about 9 p.m.
The Speaker is the first public official outside of the State House to confirm hearing from Mr. Buhari, who has not been seen since departing the country nearly three weeks ago.
It followed several statements from top officials of the administration beginning with Vice President Yemi Osinbajo.
Amid speculations over the president’s health, Mr. Osinbajo said on Tuesday that the president was “hale and hearty” and that he spoke to him by phone.
“Let me first say the president is hale and hearty,” Mr. Osinbajo told reporters in the State House. “I spoke to him just this afternoon and we had a fairly long conversation, he is in good shape and very chatty.”
The position was reiterated on Wednesday by the Minister of Information , Lai Mohammed.
“I can say without any hesitation that Mr. President is well, is hale and hearty. No question about that,” Mr. Osinbajo said.
Mr. Buhari departed Nigeria on January 19 on the grounds that he was embarking on a 10-day leave, but has not been seen since then.
The concerns of Nigerians were further compounded when Mr. Buhari wrote to the National Assembly seeking extension of his leave.
But Mr. Dogara said it was the president who was actually worried about the plight of Nigerians.
“He said he was pained by the suffering endured by most Nigerians last year and he’s resolved not to let events of 2016 repeat themselves,” Mr. Dogara said in a follow up tweet at 2:08 p.m.

A former junior minister of Finance, Nenadi Usman, has asked a federal court in Lagos to grant her leave to travel abroad for treatment of her breast cancer.
Mrs. Usman’s lawyer, Abiodun Owonikoko, told Justice Muslim Hassan to release the defendant’s travel documents to enable her go for medical check-up.
The defendant is facing a 17-count charge bordering on conspiracy, stealing, and fraud alongside Femi Fani-Kayode, a former aviation minister; Danjuma Mohammed; and Jointrust Dimensions Nigeria Limited amounting to over N38 billion.
They have all denied any role in the alleged fraud.

The National Centre for Disease Control has faulted the claim by a Nigerian professor of discovering the cure for HIV.
Maduike Ezeibe, a Professor of Veterinary Medicine and Clinical Virology at the Michael Okpara University of Agriculture, Umuahia was widely reported of developing a drug that eliminated the deadly virus in some patients.
Mr. Ezeibe reportedly said the drug, which was produced with “Aluminium Magnesium Silicate”, had the clinical ability to “reach all cells” and make HIV “a conquered organism”. He said the drug was successfully tested on 10 persons living with HIV.
Reacting to the reports, federal health authorities, including the Minister of Health, Isaac Adewole, and the National Agency for the Control of AIDS, called for caution over the claim.
The minister said the Federal Government had directed relevant agencies to scrutinise the claim.
But speaking on the development on Tuesday, the centre for disease control said the claim was yet to pass through the necessary clinical trials and therefore could not be certified to be true.
The agency said for the drug to be certified, it has to pass four stages of clinical trials.
According to the NCDC, the method used for the trials of Mr. Ezeibe’s drug was questionable and did not conform with the ethics of drug testing.
“It is not new to find a scientist using ambiguous scientific methods and practices to buttress this claim, and to find obscure journals increasingly prepared to publish these claims,” the agency said in a statement Tuesday.
“To examine the facts, this study was published in two little known journals and involved less than ten patients. In the “clinical trial” as reported, there was no evidence of the use of controls, which is the basis of all efficacy trials.
“There was no evidence of the use of controls, which is the basis of all efficacy trials. Without controls, you can neither have randomisation nor blinding, two other critical factors in studying the effects of new medicines.”
The agency said the primary outcome measured in the test study was based on plasma viral load levels that are known to fluctuate in patients, even in the absence of any intervention, adding, “it is worth noting that virological suppression (viral load of less than 50 copies/ml) was not achieved in 6 of the patients.”
It said there was no evidence of the clinical and treatment status of the patients at the beginning, or at the end of the trials.
“One critical issue is that there was no evidence from the publication that the authors obtained ethical clearance from an appropriate body in Nigeria to conduct this study, and only ambiguous evidence that informed consent was sought from the evidently vulnerable patients.
“As a result of the above issues with this process, there is really no basis for a claim to cure of AIDS in this study.”
The agency expressed worry about the implication of the announcement on HIV patients, who may discontinue their current antiretorivral treatments.
“We are concerned that the publicity given to these claims will stop patients with HIV from taking life-saving antiretrovirals and give them false hope of a cure. It will be a great disservice to this vulnerable group of patients for the media to disseminate these claims in the absence of sound scientific evidence,” NCDC said.
The claim for a cure for HIV/AIDS in Nigeria is not new. In the late 1990s, another Nigerian scientist, Jeremiah Abalaka, had claimed to have developed a vaccine for the disease but the claim was discredited.

Speaker Yakubu Dogara said on Tuesday that successive administrations from 1999 to 2015 spent nearly N3 trillion on the power sector but recorded little success.

Mr. Dogara noted that within the stated period, when the Peoples Democratic Party controlled Nigeria at the centre, it was as if the more money Nigeria spent on the power sector the more darkness her citizens were plunged into.
Mr. Dogara was first elected to the House in 2007 on the platform of the PDP. He remained in the party until the 2015 general elections when he crossed to the All Progressives Congress and subsequently elected Speaker.

His made the comments at a workshop put together by the House of Representatives to find solutions to perennial power outage in the country.
“Perhaps the most important question is what happened to the N2.74 trillion spent on the sector from 1999-2015?,” Mr. Dogara said in his opening address at the event which attracted major players in power generation and distribution sector.

“Why is it that the more we spent on the power sector, the more darkness we attract?” the Speaker said.
The questions were amongst 23 key issues raised by the Speaker at the two-day event currently underway at Transcorp Hilton Hotel in Abuja, ends tomorrow.

“I am confident that the array of stakeholders gathered here today are eminently capable of dealing with these and many more related questions and puzzles that exist and will arise in the course of deliberations,” Mr. Dogara said.
The House organised the workshop to complement efforts of the Buhari administration towards improving Nigeria’s poor electricity supply.
Participants will “examine extant legislations/regulatory framework guiding the Nigerian power sector to determine if there is need for amendments or enactment of new laws that will galvanise the sector,” Mr. Dogara said in a statement ahead of the event.
For decades, inadequate power supply has remained one of the major challenges hindering Nigeria’s economic growth.
The country generates less than 3,000 megawatts for its estimated 180 million people.

A national leader of the All Progressives Congress, Bola Tinubu, has called on Nigerians to be patient with the federal government to enable it repair the damage inflicted by the previous administrations.
Addressing protesters outside his Ikoyi, Lagos, home on Monday, Mr. Tinubu said the current foreign exchange scarcity could be a blessing in disguise, for Nigerians to begin relying on locally made goods.
“They are in two years into their administration,” Mr. Tinubu, a former governor of Lagos State, said.
“To make those changes effective and positive eventually, you have to be patient. The damage of 16 years will go through the system, you cannot get water out of a dry lake.
“I’m not worried about the exchange rate because your salary should be in naira, and you are not an importer. Maybe that is even teaching us a lesson to be dependent on our domestic product. I understand what your grievances are all about, unemployment, to tackle security, corruption is seriously being attacked.”
Hundreds of protesters on Monday marched through Nigerian streets demanding government’s accountability, transparency, and a reduction in the cost of governance.
In Lagos, the protesters, escorted by the police, marched from the National Stadium in Surulere, through Ojuelegba, to the National Theatre where the organisers addressed the crowd.
In Abuja, they marched from the Unity Fountain towards the Presidential Villa but was denied access by armed security officials.
In Uyo, a group of mostly unemployed youth gathered at the Ibom Plaza where they demonstrated against the economic hardship in the country.
On Monday, the federal government responded to the protests saying it understands the grievances of Nigerians who took part in the exercise.
“You deserve a decent life and we are working night and day to make life easier,” vice president Yemi Osinbajo said in a statement.
“I know that uppermost in your minds today is the economic crisis, the recession for many individuals and families is real. For some it means not being able to pay school fees, for others it is not being able to afford the high cost of rice, millet, or of local or international travel. And for many of our young people, the recession means joblessness, sometimes after graduating from university or polytechnic.”

The Nobel Laureate, Wole Soyinka, has criticised the Nigerian police for planning to stop an anti-government protest scheduled for Monday.
The protest was called by hip-hop artiste, Innocent Tuface Idibia, to highlight the failure of the current government to tackle several issues facing Nigerians.
After a police threat that it could not guarantee the safety of the protesters and warning to Tuface to cancel the protest, the musician acceded. He announced on Saturday night that he had cancelled the protest for security reasons. Other organisers like the Enough is Enough, however, say they will proceed with the protest.
In his reaction, Mr. Soyinka said, “An unnecessary but important reminder: the battle for the right of lawful assembly of citizens in any cause, conducted peacefully, has been fought and won several times over.”

AGAIN AT RISK – THE RIGHTS OF LAWFUL ASSEMBLAGE.
Yesterday (Saturday Feb 4), the media offered the nation a space of relief when it carried the expected news of a mutual accommodation reached by the organizers of the demonstration planned for tomorrow Monday February 6th. The theme in summary: public discontent with the state of the nation and its governance. From the beginning, the organizers had cited quite an extensive list of such areas of concern and demands for urgent attention.
To my personal consternation, today’s (Sunday) the same media countered that announcement with a stiff repudiation from the apex of the Police command – the office of the Inspector-General. It is such a huge disappointment, and a disservice to the cause of democracy, tolerance of dissent, and principle of inclusive governance.
An unnecessary but important reminder: the battle for the right of lawful assembly of citizens in any cause, conducted peacefully, has been fought and won several times over. It is time that this contest is gracefully conceded. It must be consolidated by its routineness as a choice of action at the front of any people’s democratic participation. This battle has been won legally, constitutionally, and even morally. It enjoys near global acceptance as one of the means of actualizing the protocols of a people’s Fundamental Human Rights.
It comes therefore as a deep embarrassment, and a national shame that this latest attempt at denial of these protocols rears its head at a time when one of the largest gatherings of humanity is taking place in one of the former totalitarian states of Eastern Europe – Romania. Its size has been assessed as the largest in former Eastern Europe since the fall of the Berlin wall. It was triggered by the state attempt to water down the criminal code against Corruption, and has brought out hundreds of thousands of people into the streets and stadia, day after day, until the much awaited announcement of the withdrawal of the obnoxious decree. This should resonate within the current Nigerian governance that has made the anti-corruption crusade its mantra.
The Police attempt to reverse the hands of the democratic clock is even more appalling at a time when open demonstrations are taking place all over the world against the policies of a recently elected president of the United States, whose democratic formula this nation allegedly serves as Nigeria’s adopted model. Across numerous states of that federated nation, ongoing at this very moment, is the public expression of rejection of a president’s policy that has also pitted the Executive against the judiciary. We have heard of no preventive action by the police, nor arrests of demonstrators.
Again and again, efforts, both under military and civilian orders have been made to stifle the rights to freedom of expression by Nigerian governments – Buhari, Babangida, Obasanjo, Abacha, Jonathan….and now again, Buhari? These efforts have been, and will always be resisted. It is a moral issue, as old as settled humanity. It has been settled in other parts of the world. Nigeria cannot be an exception, not as long as her citizens refuse to accept the designation of second, even third-rate citizens.
I have sent a message to the Inspector-General of Police, through the Commissioner of Police, Lagos State, urging both to respect and safeguard the constitutional rights of the people. I hope that, even at this eleventh hour, legality and the democratic imperative will prevail. Finally, I shall be less than honest if I do not add the following, mostly directed as warning to the very polity on whose behalf the democratic war is joined, again and again:
Minus a minuscule but highly voluble minority, mostly of pitiably retarded polluters of the common zones of public interventions, I do not know of any citizens of civilized community who do not subscribe to the fundamental Right of the Freedom of Expression in any form, as long as it is peaceful, and non-injurious to humanity. I would hate to conclude that the security agencies, or the government they serve, at this stage of national development and recent history, would choose to align themselves with such an unteachable minority.
