Existence of Parallel Government in Ibadan, Oyo State

S. 41(1) of the 1999 Constitution provides that:

"Every citizen of Nigeria is entitled to move freely throughout Nigeria and to reside in any part thereof, and no citizen of Nigeria shall be expelled from Nigeria or refused entry thereby or exit therefrom."

The privatization of public roads is now a menace within Ibadan metropolis, where resident associations of connecting streets erect gates in the middle of publicly owned roads. I believe these roads should serve as alternative routes for residents and the general public, whose taxes are channeled into constructing these roads in the first place.

Most of these streets hide under the guise of insecurity to create untold hardship for citizens whose livelihoods depend on these connecting roads. Even emergency situations are not spared.

A case study is the Akobo area of Ibadan. A resident of Idi Orogbo, Yawiri, whose daughter was stung by a scorpion in the middle of the night, couldn’t navigate her way to the hospital as all gates leading out of the estate had been closed, and no gatekeeper or vigilante was in sight. “She had to be put on my husband’s back while we navigated through a bush path,” said Mrs. Ogedengbe. “We thank God we made it to the main road before it was too late. Those security people were probably drunk and sleeping somewhere. I thank God Nigeria didn’t happen to us that night,” she further narrated, sharing her ordeal.

This is becoming a daring situation since it remains unchecked by the state Ministry of Transportation and other government agencies responsible for such matters. As a result, streets now enact laws that govern them, essentially suspending Nigeria’s constitution, which I see as a parallel government situation.

A closed street estate whose road doesn’t link to any other road might be an exception. Examples can be found in Aerodrome in Samonda, Carlton Gate in Kolapo Ishola, and Kolapo Ishola Estate, among others.

On October 1, 2024, another instance of unchecked bold lawlessness occurred within the Akobo area of Ibadan. A linking road from Akobo (OMBS) to Kolapo Ishola was blocked, causing untold hardship for law-abiding residents of Ibadan. People were compelled to drive to Bashorun to make a U-turn and return to Kolapo Ishola via General Gas, Akobo Road. The amount of petrol wasted on this unnecessary shenanigan could be used for something more productive, especially considering the high cost of fuel without subsidies. The time wasted could also be channeled into more reasonable activities.

I’m not aware of any legislative bill passed that allows for the blocking of public roads and the erection of gates, thereby denying people access. It shouldn’t come as a surprise that the said road was not closed at night but during the day, at the peak period, causing disruption throughout.

On a different note, in Omolayo Estate, Okebadan, Akobo, the gate is opened by 5 a.m. and closed by 8 p.m. Car trunks/boots are checked as connecting road users pass through to Akobo Road, with dedicated security personnel manning the gates in case of emergencies. I believe this setup helps address the security concerns of the estate without placing undue hardship on road users.

If these menaces are left unchecked, the boldness of residents will grow wilder, potentially leading to the "agberoism" of even major roads in Ibadan.

I am calling the attention of the relevant authorities to address these issues, especially regarding Akobo Road linking Kolapo Ishola, as it is causing significant inconvenience to road users during peak periods. This road should serve as an alternative route, not a private one.
