Funny how someone gets scammed of his money and no one is talking g about the scammer but heaping blames on the victim.

That is how acceptable fraud has become.

Is it a crime if he expects others to live by the barest standards a society should live by?

Can't we live in a society where you negotiate for something and people stay honest?
How hard should that be?
Practically, everybody cannot be honest. But let that be the tiniest fraction. Instead honest people are now the tiniest fraction of the population.
Then we go to other countries and see how honest they live, we come back here to hail them to high heavens.
