Why do we always have the commissioner or water resources at the State Govt. level and a minister of same at the Federal Govt. Level? Does their portfolio not include assurance of portable drinking water in abundance to the citizens even if it's at a minimal cost/bill to the citizens. The most important thing is that it's accessible, affordable and safe.
