The political party, the Advanced Peoples Democratic Alliance (APDA), which prides itself as being the most democratic in the country, is not pretentious about money being the fulcrum of its membership drive and activities ahead the next general election. However, the chairman of the Independent National Electoral Commission (INEC), Professor Yakubu Mahmood, has made it known that APDA is not a registered political party, as his Chief Press Secretary, Mr Rotimi Oyekanmi, said “INEC has not yet registered any new political party. We have 40 registered political parties at the moment”, in response to an enquiry by Saturday Tribune on the status of the party. The party demanded for the mandatory payment of N5, 000 as registration fee. It however graduated all other fees in its order of priority and categories. To qualify to be a national member of the party, which was termed the Platinum Membership, a male intending member is required to pay N500, 000 per annum or N50, 000 per month, while his female counterpart will pay N250, 000 per annum or N25, 000 per month. The party’s interim National Executive Council (NEC), in a statement posted on its website, www.apdanigeria.org, titled “Further notes on membership of the Advanced Peoples Democratic Party Alliance (APDA)”, clearly declared to its intending members that, “after the first 12 months of your financial membership, you will be entitled to vote in party ballots. You will also have the opportunity to influence party policies”. The perks attached to the APDA Platinum Membership category include: right to vote and be voted for in all party elections from the ward to the national level; right to attend caucus meetings of the party; opportunity to attend party conferences and national convention; be invited to social and political events of the party with the President of the Federal Republic of Nigeria and the national chairman of the party and; contribute and participate in key policy ideas for general elections. To further make the category attractive to intending members, it was stated that consideration shall be given first to platinum card members for appointment into boards of Federal Government-owned parastatals, agencies, ministerial appointments as well as other benefits that accrue to the party and other considerations, inclusive but not limited to procurements, contracts and projects at all levels of the party governance structures. “However, such platinum card members must be in good financial standing for not less than 24 months. We’ll send you a membership pack shortly after you sign up and you’ll be able to call yourself a card-carrying member of the Advanced Peoples Democratic Alliance! Please note that, in order to produce your personalised APDA Membership Card, you will be required to provide your biometric details at your ward headquarters. “The personalised Biometric APDA Membership Card will be delivered within six weeks of the payment of the one-off N5, 000 (Five Thousand Naira) only for the production of the card. We’ll also help you get further involved with the party by sending you information about local campaigning events, campaign training sessions and opportunities to share your ideas about our party’s policies”, it was further stated. Seeking to justify its claim that the party was “built on equality, social justice and compassion”, with all Nigerians, both within and outside the shores of the country eligible to be members, with no upper and lower age limit, APDA NEC further asserted that it “has overwhelmingly decided to return the party to the people of the Federal Republic of Nigeria. Accordingly, we cannot continue to rely only on a small number of super-wealthy donors and public office holders of the party.” The party NEC therefore mandated other categories of intending members to pay fees lower than that obtainable with the Platinum Membership and still enjoy some perks of office. At the zonal level, tagged Diamond Membership, men are required to pay N250, 000/year or N25, 000/per month; women-N200, 000/year or N20, 000/month and youth (18-35 years)-N25, 000/year or N2, 500/month. Further down the ladder, Gold members at the state level are required to pay N200, 000/ year or N20, 000/month (men); N100, 000/year or N10, 000/month (women) and N20, 000/year or N2, 000/month (youth between 18-35 years). At the local government level is the APDA Silver Membership which required men to pay N100,000/year or N10,000/month; women-N50,000/year or N5,000/month and youth (18-35 years)-N10,000/year or N1,000/month. The financial requirement for APDA ward membership, tagged Standard Membership, is N3, 000/year or N300/month for men, women and youth (18-35 years), respectively and the activities of members at that level are limited to the ward and local government positions. Occupying the lowest rung of the ladder in the APDA membership structure are students in tertiary institutions approved by the Federal Ministry of Education. Such a student member is only required to pay the mandatory N5, 000 registration fee.
