Dangote has said times without number that his refinery can serve our local needs adequately and still have so much to export.
Forget the noise about Dangote becoming a monopoly. Disadvantage of that is insignificant compared to economic problems of exportation. Moreover, more refineries are coming up to dispel the fear of monopoly by one man.

you cannot rub Peter and pay Paul. With these tariff, competition is completely gone. They modular refineries you mentioned are excluded from the crude to naira policy. The modular refineries you mentioned are not allowed to refine Pms only AGO. I still remember vividly that Osibanjo gave many investors to construct many modular refineries, only for Buhari to come back and collect those license. All these trial and error policies, it's the masses that are suffering. Subsidy removal is/was a big mistake. They govt is generating more money, but the people aren't feeling the impact.
