basilico: Different reasoning. Ukraine probably has less than 100 Master Switching centres for mobile telephony. If I was Putin I will knock all of them out . A mobile phone connects to a BTS ( Base Transmitting Station) which connect to an MSC (Master Switching Centre) .MSCs are easy to locate and if you knock them out , you kill every mobile call possible. Better than knocking off power to hospitals and for winter heating, Noone can die because there is no cellular network.
