I get your point but I believe you may have over simplify the whole thing, it is important to approach it from different angles.
I believe Ukraine's deployments near Belarus are likely defensive in nature, because of the close military and political ties between Belarus and Russia. For me it is a legitimate concern for Ukraine nd they needed to bolster their defenses in that area.

The Ukrainian strategy was to exploit Russia weaknesses in the kiosk region and divert her attention. Either Russia understood these and play the waiting game or they didn't see it coming, after all they don't have the all seeing eyes.
