LA California hospital on Wednesday disclosed the birth of the world's smallest baby ever to survive, weighing a mere 245 grams (8.6 ounces) -- the same as a large apple -- when she was born. The girl, nicknamed Saybie by hospital staff, was born 23 weeks and three days into her mother's pregnancy at Sharp Mary Birch Hospital for Women and Newborns in San Diego. The father was told b.y doctors that he would have about an hour with his daughter before she passed away. "But that hour turned into two hours which turned into a day, which turned into a week," the mother said in a video released by the hospital. Doctors said Saybie was delivered via emergency cesarean section in December at 23 weeks and three days gestation in the womb after severe pregnancy complications that put her mother's life at risk. A typical pregnancy lasts 40 weeks. After nearly five months at the hospital's neonatal intensive care unit, Saybie was discharged home earlier this month weighing a healthy five pounds (2.2 kilograms) and sporting a graduation cap. "She is a miracle, that's for sure," said Kim Norby, one of the nurses who cared for Saybie as she fought to survive -- with a sign by her crib that read "tiny but mighty" cheering her on. Emma Wiest, another nurse featured in the video, said Saybie was so small at birth that "you could barely see her on the bed." At birth, she weighed as much as a child's juice box or two sticks of butter and could fit in the palm of the hands of her caretakers. "I'd heard that we had such a tiny baby and it sounded unbelievable because I mean she's about half of the weight as a normal 23-weeker," Wiest said. - Defied the odds - Doctors said that apart from Saybie's fighting spirit, her survival as a micro preemie -- a baby born before 28 weeks' gestation -- could be attributed to the fact that she suffered no serious complications after birth. "Saybie experienced virtually none of the medical challenges typically associated with micro preemies, which can include brain bleeds, and lung and heart issues," the hospital said. Saybie's ranking as the world's tiniest baby ever to survive is according to the Tiniest Babies Registry, maintained by the University of Iowa. The previous record was held by a baby born in Germany in 2015 who weighed seven grams more than Saybie. "Every life is a miracle -- those that defy the odds even more so," Edward Bell, a professor of pediatrics at the University of Iowa who oversees the registry, told AFP. In the video released by the hospital, Saybie's mother said the birth was the scariest day of her life. She said she was rushed to hospital after feeling ill and was told she had preeclampsia -- a condition marked by very high blood pressure that puts both the mother and baby's lives at risk. "They had to deliver her really quickly and I kept telling them that she's not going to survive, she's only 23 weeks," the mother, who did not want to be identified, said. But against all odds, Saybie did survive. Nigeria’s Minister of Education, Adamu Adamu has stated that the newly licensed Fulani radio is to reach nomads across various locations in the country and to bring education closer to the herdsmen. The Minister told Voice of Nigeria that the license was acquired to boost nomadic education in Nigeria. The Minister also said the establishment of the Radio was to end the perpetual farmers-herders crises across Nigeria. Adamu said ,the radio service will serve as a vehicle for social mobilisation and education ,in addition to interactive radio instruction methodology that will be adopted to reach the hard to reach areas “Additionally, it will enhance our capacity to address crisis between herders and farmers with attendant consequences to loss of lives, destruction of productive assets, nomadic schools, facilities teaching and learning resources.” the Minister added. The Amplitude Radio Service would operate on frequency of 720KHz,and would air in Fulani language, as the government believes that the radio is a viable means to reach nomads. A woman has become the first transgender person in the world to have vagina-reconstructive surgery using the skin of tilapia fish. The woman, known only as Maju, underwent sex-reassignment surgery in 1999, however, the botched operation caused her genitals to narrow and 'collapse With sex being agony, she resigned herself to a life of celibacy. However, Maju then heard about a surgeon in Fortaleza, north-east Brazil, who was creating vaginas for women born without genitals using the freshwater fish's membrane. The 35-year-old had a neovaginoplasty on April 23. This involves creating an incision where the vagina should be before inserting a genital-shaped mould lined with tilapia skin. This is then absorbed into the body where it speeds up healing and is transformed into tissue similar to which lines the vaginal tract. Three weeks on, Maju, who works as a florist, is 'thrilled' with the results and finally feels like a 'real woman'. Surgeons even think she may be able to have sex in just a few months. The operation was carried out by surgeons at the Federal University of Ceará and led by Professor Leonardo Bezerra. 'We were able create a vagina of physiological length, both in thickness and by enlarging it, and the patient has recovered extremely well,' Professor Bezerra said. 'She is walking around with ease, has no pain and is urinating normally. In a couple months we believe she will be able to have sexual intercourse.' Maju added: 'I'm absolutely thrilled with the result. For the first time in my life I feel complete and like a real woman.' In the three-hour procedure, doctors inserted a tubular mould wrapped with the skin of the freshwater fish. The sterilised, odour-free skin was left inside Maju for six days, where it got absorbed into her body. Surgeons then inserted a 'big tampon' made from silicone. This will be left inside Maju for six months to prevent her vaginal wall closing. Maju discovered she was a woman living in a man's body in her early teens and decided to transition 20 years ago. 'I was the fourth person in Brazil in 1999 to have, what was then, experimental surgery,' she said. 'But ten years ago I developed vaginal stenosis.' Vaginal stenosis is the narrowing or loss of flexibility in the vagina, which is often accompanied by dryness. 'The opening of my vagina started to get narrower and shorter and the canal collapsed,' Maju said. According to Professor Bezerra, vaginal stenosis is a common complication in trans women who have undergone a sex change. 'In the traditional procedure, most of the inside parts of the penis are removed and the penile skin is folded into the space between the urethra and the rectum,' he said. 'The outside skin of the penis then becomes the inside of the vagina. 'But because the patient has had hormonal treatment to develop female characteristics, there is penile and testicle atrophy resulting in shrinkage in the size of the penis caused from the loss of tissue. This means the vagina can also be small.' This caused Maju constant discomfort and prevented her from having sex with her partner, who she was married to and had been with for 12 years. After getting divorced, Maju went to live with her mother in Sao Paulo, where she learnt how Professor Bezerra is creating vaginas for women who were born without fully functioning genitals. Since developing the technique three years ago, the medic claims he has successfully treated ten women who were born with an underdeveloped or absent vagina or uterus. Maju was unable to afford to travel the 1,950 miles (3,140km) from Sao Paulo to Fortaleza. Surgeons therefore agreed to do the operation at the nearby Centre for Comprehensive Care for Women's Health in Campinas. But before they operated, the doctors discovered Maju still had spongy erectile tissue in her collapsed vagina from her first surgery. 'The presence of these leftovers of the penis aggravated the closure of the vaginal tract, worsening the symptoms,' Professor Bezerra said. To correct this, a skin graft, typically from the intestines, is usually required to increase the width and length of the canal. Buratai said this on Wednesday, May 15, during the visit paid to the Army by thee House of Representatives Committee at the military’s Headquarters of the Theatre Command Operation Lafiya in Maiduguri, Bornu state, Channels TV reports “I want to believe and rightly so that what is going on in the northwest is a fall out of the just concluded general elections. “There are several political interests; politicians in particular who lost in the election and because of their defeat, therefore they are trying to take revenge sponsoring some of those banditry activities and seeming conflicts between farmers and herders,” he said. Daily Trust reports that the committee was in Bornu state to lay wreaths for the fallen heroes of the force in Maiduguri. The CAOS also said the committee’s visit is an opportunity to urge members of the House to advise the aggrieved politicians who to place national interests before any other sentiments they make have. The Lieutenant also said the Army has strong evidence the politicians are indeed behind the unrest in the country, but that the military is still very conscious. “We have some strong evidence, but we are still being conscious, but the best thing is to advise these politicians who are aggrieved for no just cause and are inflicting serious injury and discomfort to individuals and the country,” he said.

WASHINGTON—The U.S. government has developed a specially designed, secret missile for pinpoint airstrikes that kill terrorist leaders with no explosion, drastically reducing damage and minimizing the chances of civilian casualties, multiple current and former U.S. officials said. Both the Central Intelligence Agency and the Pentagon have used the weapon while closely guarding its existence. A modified version of the well-known Hellfire missile, the weapon carries an inert warhead. Instead of exploding, it is designed to plunge more than 100 pounds of metal through the tops of cars and buildings to kill its target without harming individuals and property close by. To the targeted person, it is as if a speeding anvil fell from the sky, the officials said. But this variant of the Hellfire missile, designated as the R9X, also comes equipped with a different kind of payload: a halo of six long blades that are stowed inside and then deploy through the skin of the missile seconds before impact, shredding anything in its tracks. Details about the secret weapon and its deployment were confirmed by more than a dozen current and former U.S. officials. Its development and use haven’t been previously disclosed, though its existence has been the subject of speculation. The R9X is known colloquially to the small community of individuals who are familiar with its use as “the flying Ginsu,” for the blades that can cut through buildings, car roofs or other targets. The nickname is a reference to the popular knives sold on TV infomercials in the late 1970s and early 1980s that showed them cutting through both tree branches and tomatoes. The weapon has also been referred to as the Ninja bomb. The missile was born of an emphasis, under former President Obama, on avoiding civilian deaths in long U.S. campaign of airstrikes in Afghanistan, Pakistan, Iraq, Syria, Somalia, Yemen and other locales. Aside from humanitarian and legal considerations, civilian casualties can undermine popular and allied support for U.S. strategic goals. But there was another reason for the weapon, officials said: Increasingly, terrorist fighters were adapting to U.S. airstrikes, hiding among groups of women and children to put themselves out of reach. The weapon was under development as early as 2011. A missile with similar capabilities was considered as a “Plan B” to kill al Qaeda leader Osama bin Laden in his compound in Abbottabad, Pakistan, that year, according to several of the officials. In the end, officials opted to target bin Laden using select special-operations force fighters who confronted and killed bin Laden . The weapon is used infrequently, employed only in specific circumstances, particularly when a senior terrorist leader has been pinpointed but other weapons would risk killing innocent bystanders, the officials said. Conventional Hellfire variants are more typically used against groups of targeted individuals or against a so-called high-value target who is convening with other militants. But when a lone individual is targeted, the R9X is a sought-after weapon. The Defense Department has used it only about a half-dozen times, officials said, including in operations in Libya, Syria, Iraq, Yemen and Somalia. The Wall Street Journal was able to confirm two specific strikes in which it was used, one by the Defense Department and one by the CIA. In January 2019, Jamal al-Badawi , accused of being behind the bombing of the USS Cole in 2000 in a Yemeni port, killing 17 American sailors, was killed by an R9X fired by the Pentagon. The Pentagon has acknowledged the strike, which occurred in Yemen, though not the specific munition involved. In February 2017, Ahmad Hasan Abu Khayr al-Masri , an Egyptian national who served as al Qaeda’s No. 2, was killed in Syria’s Idlib Province by an R9X fired by a U.S. aircraft operated by the CIA. The CIA doesn’t acknowledge airstrikes it carries out. The aftermath of such operations has prompted speculation about a possible new weapon among those who were there or viewed photos. The strikes bore no resemblance to the damage normally wrought by U.S. airstrikes. A Hellfire, which is a little more than five feet long and weighs just over 100 pounds, typically leaves behind mangled, burned-out shells of vehicles, surrounded by debris and scorch marks over a large radius. The R9X leaves no such signature. Photographs of the aftermath of the strike on Mr. Masri show an oblong hole torn into the roof of the car in which he was riding. There are no burn marks suggesting an explosion. The windshield of the Kia sedan is cracked, but the car’s windshield wipers are still in place. One former U.S. official said the weapon addressed a longstanding “right seat, left seat” problem, suggesting it is theoretically possible to kill someone sitting in the passenger seat of a moving car, but not the driver. (Two militants reportedly were killed in the February 2017 strike.) Because of the secrecy surrounding the weapon, the Wall Street Journal was unable to learn certain details about it, including its precise development timeline. The CIA and the Pentagon declined to comment. Development and refinement of the weapon drew impetus from Mr. Obama’s policy announcement in May 2013 that set new rules for using lethal force outside of declared war zones such as Afghanistan. When taking action, there must be “near-certainty that no civilians will be killed or injured,” Mr. Obama said then. The weapon was developed “for the express purpose of reducing civilian casualties,” a second former official said. A third former official said the weapon can be used when there are doubts about the structural integrity of a building, such as a mud-and-thatch hut, where a terrorist is located. It could kill the terrorist without collapsing the building and injuring or killing everyone else inside, this person said. The U.S. officials said extraordinarily accurate intelligence about a target’s location and surroundings are needed to use the weapon. But there is also an intelligence and cost benefit, they said. Because the weapon minimizes the risk of civilian casualties, there are more opportunities to take a shot, reducing the number of hours the military has to keep surveillance and armed aircraft aloft. President Trump in March rescinded an Obama-era requirement for an annual report of civilian casualties from airstrikes outside of conventional war zones. Mr. Trump has also given more flexibility to conduct drone strikes to the CIA, which faces fewer requirements for public accountability than the U.S. military. Two of the officials who agreed to discuss the secret weapon said they believed the U.S. government should have acknowledged its existence years ago. Doing so, one said, would send a message to the Islamic world that the U.S. takes extraordinary care to avoid civilian casualties. Sarah Holewinski, who has advised the U.S. military on reducing harm to civilians in warfare, cautioned that if civilians know about weapons such as the R9X, they may take fewer precautions against exposing themselves to risk from airstrikes. She said she hadn’t been aware of the R9X’s existence. Arya also underwent surgery in April last year which helped him lose almost three stone in as many weeks. But parents believe he might require another op. Ade said: "He cannot eat a lot after the surgery. He can only eat four tablespoons of rice and drinks diet milk. If he eats extra, he throws up. "He is not allowed to eat sugar and carbs. We are very happy that he is energetic and can play football and badminton. "He walks and runs for two kilometres (1.25 miles) a day but he might require another round of surgery this year." Arya weighed a normal 7lb when he was born – but his weight exploded by the age of two. He continued to balloon as he got older, and his parents appealed for help from doctors after becoming concerned by his appetite. The little boy ate five times a day, chomping down rice, fish curry, beef, vegetable soup and Tempeh- a traditional soy patty-enough to feed two adults for the whole day. Rokayah said: "He was always tired and complained of shortness of breath. He only ate and slept. There is no other pain than seeing one’s own child suffering. "No mother wants to stop feeding her children but I had to as I was helpless. "We had no money to see doctors and had exhausted all our savings in feeding him. "I am really happy to see my son's health now. I cannot express in words how I happy I am. "It feels wonderful to see him playing and going to school like normal." Guwahati: A wild bull elephant caused a major stir in an Indian city, wandering along the busy streets and crowds of photo-snapping onlookers before being tranquillised, officials said. Potentially dangerous incidents of wild animals including elephants and leopards entering towns and cities are on the rise in India as urban expansion encroaches into the countryside. In the latest incident, the male elephant from a nearby wildlife reserve walked down the main road into the city of Guwahati in the northeastern state of Assam on Tuesday. It reached the downtown Ganeshguri and Bhangagarh areas, pushing some vehicles but causing no major damage as forest and police officials followed at a safe distance. Major traffic congestion ensued as onlookers stopped their cars to take photos of the tusker, weighing several tonnes and thought to be around 11 years old, on their phones. “I thought it was someone’s pet elephant,” local resident Avantika Bora said. “However, later someone told me that it is a wild elephant. What is shocking is the fact that the elephant did not harm anyone,” said Bora. “It was difficult to tranquillise as the city streets were filled with traffic and there was lots of commotion with the onlookers,” Assam’s chief forest official AM Singh said. “However, we took utmost care not to make the elephant panic and that is the reason there is no damage,” he said. “We finally tranquillised the elephant around 10.30pm last night and we moved it to the Assam State Zoo in Guwahati. This morning, we have taken the elephant to the Amsang Wildlife sanctuary near Guwahati and released it,” said zoo official Tejas Mariswamy.
