He said The Federal Government of Nigeria (FGN) directs me to inform the public that President Muhammadu Buhari, GCFR, has approved the lifting of the suspension of Twitter operation in Nigeria effective from 12am tonight, 13th January 2022. The approval was given following a memo written to the President by the Honourable Minister of Communications and Digital Economy, Prof Isa Ali Ibrahim. “In the Memo, the Minister updated and requested the President’s approval for the lifting based on the Technical Committee Nigeria-Twitter Engagement’s recommendation. Twitter operations in Nigeria were suspended in June 2021, days after Buhari’s tweet was deleted. Hundreds of residents from five communities in Anka and Bukkuyum local government areas of Zamfara State have been trouping into Anka town after bandits killed many people in their villages. Sources who spoke to PREMIUM TIMES said the number of those killed was yet to be ascertained. A lawyer, who is also a member of Zamfara Charity Organisation, said he saw many of the displaced villagers taking refuge at the Anka local government Secretariat. “Before I left for Gusau this morning I counted over 500 people, mostly old women, ladies and children. The attack started from Tuesday night to Wednesday,” the source, who pleaded anonymity, said. He said local volunteer workers on the orders of the Sarkin Zamfara Anka were supporting the displaced persons. Attacked villages PREMIUM TIMES gathered that the villages attacked are Tungar Geza, Rafin Gero, Kurfar Danya, Kewaye and Tungar Na More. An anonymous source who spoke to VOA Hausa as monitored by this paper said the attacks started from Barikin Daji in what was described as a fight between the bandits and Yan Sakai (the unofficial vigilante members). “They had been fighting since yesterday (Tuesday night). What scared us was how they were able to displace Kurfar Danya. You know it was said that Kurfar Danya was impenetrable, but I swear to God, they (banidts) have burnt down the whole village. “They moved to Tungar Na More and to Rafin Gero. As I speak to you now, some houses are still on fire in Rafin Gero. Tungar Isa and Barayar Zaki are also some of the villàges that were burnt down,” he said. While he could not confirm the number of those killed, the source said several people who made it to Anka town could not find their family members. Speaking to PREMIUM TIMES, Abubakar Gero, a youth leader in Bukkuyum local government area, confirmed that the attacks started in Kurfar Danya. “The attacks were connected. The bandits started attacking communities from Bukkuyum. We gathered that they came in their hundreds because the villagers used to resist any attempt to attack their village. “After attacking Kurfar Danya they also raided Ruwan jema and killed many and burnt foodstuff to ashes. I can confirm that they returned to Ruwan Jema this morning. The level of damage is yet to be ascertained by people of the community for they are still on the run,” Mr Gero said. Gunmen have kidnapped four students of the Delta State University, Abraka, and five other travellers on the Abraka-Eku Road in the Ethiope-East local government area of the state. The victims were identified as Arogbo Seyifunmi, Azunobi Prosper, Miracle Robert, all 500-level students of the Department of Chemistry, and Adegor Aghogho Happiness, a 500-level student of Electrical Engineering. According to Punch, the identities of the other five travellers are still unknown. The students recently concluded their final examinations and were travelling home for festivities when they were attacked. A statement by the students’ union of the institution while revealing the gunmen had demanded a ransom of N5million described the incident as shameful. The procurement processes at the Ministry of Humanitarian Affairs, Disaster Management and Social Development have been flawed to protect the interest of a selected few, an anti-corruption group, the Centre for Monitoring and Evaluation (CME) said in its report. The report also revealed that the Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouq, allegedly used cronies to siphon funds under the various social intervention programmes of the Federal Government. It was gathered that the procurement department at NEMA receives directives from some officials in the office of the Honorable Minister,” the report read in part. The report also highlighted the fact that the NEMA Director-General, Ahmed Habib, allegedly received kickbacks for every contract awarded at the agency. The report stated that the various social intervention programmes under the humanitarian ministry had been highly politicised and turned into a cash cow by officials of the Ministry of Humanitarian Affairs, Disaster Management and Social Development. "The conditional cash transfer regime has been plagued by inconsistencies and duplication of beneficiaries. The CTC register contained names of nonexistent persons, and the monies supposedly received by these people are routed to a pool managed by some cronies of highly placed officials of the ministry. “The NPower scheme was also not left out of the scrutiny of the CME; it stated that the NPower scheme had fallen short of standards. The recruitment into the scheme was alleged to be in favour of a specific ethnic and religious group in the country. “The beneficiaries’ batch C stream of NPower was largely put together by the honourable Minister and favouring a particular ethnicity and religion. It was gathered that she used it as a platform to consolidate her grip on power amongst the power brokers in the country. “The NPower scheme was hijacked to the extent that majority of those that applied were disqualified for the preferred candidates of the minister and some other powerful forces. The Minister has succeeded in personalising the operations of all agencies under her supervision. Accountability and Transparency have been jettisoned. The minister decides who gets what in all the agencies and according to available records; these contracts were mostly awarded to her cronies. "The case of NEMA is most worrisome as funds are being diverted daily on the orders of the Minister for nonexistent emergency relief in some states in the northern part of the country. It was also discovered that most relief items donated by well-meaning individuals and organizations were often diverted to a private warehousing facility on the orders of the Minister. “It was discovered that these items are later sold to NEMA at an inflated rate under the guise of payment for emergency relief items for affected communities in parts of the country. And in some instances, the distribution of these items is usually skewed to favour a certain part of the country above others. “It would be recalled that there have been allegations in the media over allegations of financial misconduct by the honourable Minister of Humanitarian Affairs, Disaster Management and Social Development. Some police personnel have cried out over the non-payment of their November salary, saying the situation has worsened their economic plight. The officers who spoke to SaharaReporters on Tuesday, December 7, on condition of anonymity, said that unlike their colleagues from other security agencies, they have been resuming at their respective duty posts without pay. “Today is 7th and no policeman has been paid salary. How on earth will policeman not take bribe when the peanuts they get as salaries don't even come on time.Any government that don't take the welfare of its security personnels seriously has lost the way. Yet they government wants a better and active police force. Funny enough, every other security agencies has been paid,” one of the officers told SaharaReporters. Meanwhile, the Inspector General of Police, Usman Alkali Baba has confirmed the development. For example, Minister of Labour and Employment, Mr Chris Ngige, while doctors were on strike over poor allowance, had in September 2021 confirmed that the Nigerian government under President Muhammadu Buhari borrowed funds from international sources to pay salaries of workers because of a shortfall in the country’s revenue. Ngige had said the government took borrowed funds from foreign institutions like the World Bank to offset some recurrent expenditures. Also, the Minister of Finance, Budget and National Planning, Zainab Ahmed, had in April 2021 admitted that Nigeria’s economy was facing a difficult time, saying borrowing was inevitable. She had said, “We have very low revenues, we have very high expenditures. What we have done so far is just to provide some stability to make sure salaries are paid, pensions are received every month; that we send funds to the judiciary and the legislature; that we meet our debt service obligations. “That’s what we are doing. It also means we have had to borrow more than we had planned before the COVID-19 started because we need to still continue to invest in infrastructure using our national budget. We borrowed to invest in key projects such as roads, rail, airports, seaports and several other investments that are required in health and in education and upgrading the social standards and quality of life of our people and Nigeria is not unique as several countries of the world went into recession. “Almost every other country has had to borrow more than it planned. It means we expanded our deficit very fast in 2020. 2021 is a year that we see as the year of recovery.” “So, FAAC reduces and whenever FAAC reduces, it is a very difficult situation and in the past one year, we have tried to fall back on some specific accounts that are meant to be saved; savings that when you have such a situation, you fall back on the resources and augment. “So, we take funds based on Mr President’s approval either from Excess Crude or Stabilisation Account or in some cases, President approved for us to take funds from LNG (Liquefied Natural Gas) dividends. In the month of March, we had a shortfall of FAAC that was about N50 billion; we didn’t have enough accrued in any of those accounts other than some N8.5 billion that we took from the exchange rate differential account so we added that and we ended up with the FAAC of N605 billion.” Nigeria’s dwindling finances had also come under intense pressure as the Muhammadu Buhari-led government has been amassing foreign loans. The country’s debt profile according to the Debt Management Office was N33.10 trillion as of the end of the first quarter of 2021. This represents an increase of N191 billion compared to the N32.91 trillion recorded in December 2020.
