I am a farmer, leasing of lands is also allowed if they want to, as long as they pay for that land they are using, I have also done that in the past with Ogun state gorvernment and I am from the south east....

I also bought lands too, the reason I am advocating for them to either acquire or lease the lands they want to use is so that the government can filter those of them that are serious with following the laws of the land wherever they are operating.

Once that is done the government can then give them all the support they need, I am an advocate for government support in farming, subsidized healthcare for the animals, improved and advanced food production for the animals, low and long term interest loan facility, subsidized equipments for high production of meat and milk from the cows, training programs for the herders and so on.

But first you must adhere strictly to the land use and the government laid down policies to benefit all these.

Let the government try this and see if there will not be competition in cow rearing business both from the south and the north without all these crisis going on....
