Some people have had similar situations recently since the no SOWP restriction started. Unless you are a master's or PhD student, your spouse does not qualify for SOWP. Some banks will even tell you its a no no. Some banks take longer than others. Some tell you 3 months, some tell you 8weeks. It varies.

I used Stanbic in November to pay my ward’s fees. Less than a month processing. I think the branch you select to use kind of matters also(not too sure shay )
